3 Overview of the 2010 census round  Implementation – a relative success in country participation 214 countries or areas in the world conducted at least one census, enumerating 93% of the world population 21 countries/areas did not carry out a census, slight improvement over 2000 round during which 26 countries /areas did not conduct a census

12  In summary, the 2010 census round saw: increased use of alternative sources of data and multiple modes of enumeration, based on the perceived benefits of reduced cost and improved data quality increased use of technology, in all phases of census operations these trends are likely to continue during the 2020 round the use of alternative methods is not without challenges and risks, thus census managers should carefully examine potential risks involved and enhance technical expertise required in use of new methods and technologies Overview of the 2010 census round

14 Preparations for the 2020 World Population and Housing Census Programme  Statistical Commission (43rd session in 2012) requested UNSD: to establish an Expert Group to assess the challenges faced in the 2010 round, compile lessons learned and address a number of issues, including the use of information technology and administrative records and registers, where possible, to complement census information and reduce costs to prepare a timetable for the development of the 2020 World Population and Housing Census Programme revise the Principles and Recommendations for Population and Housing Censuses prepare by 2015 a draft resolution on the 2020 World Population and Housing Census Programme for approval by the Commission and endorsement by the Economic and Social Council

15 2020 World Population and Housing Census Programme  Resolution on the 2020 World Population and Housing Census Programme: represents the 8 th decennial programme since inception of the UN UN Statistical Commission endorsed resolution at its 46th session (3-6 March 2015) adopted by ECOSOC on 10 June 2015

16  The resolution urges Member States to: conduct at least one population and housing census in the decade spanning 2015-2024 take into account international and regional recommendations relating to p+h censuses give attention to advance planning, cost efficiency, coverage and timely dissemination set quality standards for the conduct and evaluation of p+h censuses take into full account the Fundamental Principles of Official Statistics in the conduct of censuses support the Programme, taking into account the importance of 2020 round censuses for sustainable development and the post-2015 development agenda 2020 World Population and Housing Census Programme

17  The resolution further requests the Secretary-General: to prepare international statistical standards, methods and guidelines to facilitate activities for the 2020 World Population and Housing Census Programme to ensure coordination of activities among stakeholders in assisting Member States in the implementation of the Programme to monitor and regularly report to the Statistical Commission on the implementation of the Programme 2020 World Population and Housing Census Programme

18 UNSD activities in support of the 2020 World Programme  Revision of international methodological census guidelines Principles & Recommendations for Population & Housing Censuses  UNSD established an expert group  Expert group organized into three Working Groups and five Subgroups  I - Population and Housing Topics (population topics; housing topics)  II - Census Planning and Methodology (census operations; use of technology; alternative censuses)  III - Census Products and Data Utilization  Approach  using existing version and updating and changing only when necessary  harmonization with regional initiatives  incorporating contemporary census practices  aligning with the Generic Statistical Business Process Model  Two expert group meetings held  First meeting (29 Oct – 1 Nov 2013)  Second meeting (29 Apr – 2 May 2014)

19 UNSD activities - Revision of international census guidelines  Principles & Recommendations for Population & Housing Censuses, Rev 3  Adopted by Statistical Commission in March 2015  Publication currently in editing (expected to be printed by end of 2015)  Restructured into four parts Part One: Essential features and census methodology Part Two: Planning, organization and management Part Three: Census operation activities Part Four: Population and housing census topics (Recommended tabulations – online release only)

20  Principles & Recommendations for Population & Housing Censuses Compared to previous versions, Rev 3 of P&R:  provides more elaboration on alternative methodologies to the traditional census for producing census statistics;  contains new chapters on: the use of technology in census operations archiving of individual records overall evaluation of the census  includes major changes to concepts and terminologies related to economic characteristics topics resulting from the new conceptual framework for work statistics adopted by ILO in October 2013 during the nineteenth International Conference of Labour Statisticians UNSD activities - Revision of international census guidelines

21  Handbook on Census Management for Population and Housing Censuses Revision underway Expert group meeting in December 2015 Approach  using existing version and updating only when necessary  incorporating contemporary census practices  aligning with the Generic Statistical Business Process Model  incorporating examples of good practices in the planning and management of censuses, based on recent national experience UNSD activities - Revision of international census guidelines

22  Handbook on Census Management for Population and Housing Censuses The revised handbook will provide guidance in areas that were not adequately elaborated in the current version of the handbook:  quality assurance in terms of setting measurable goals and indicators for census activities  monitoring and evaluating performance  contract management and monitoring of outsourced census activities  systematic recording and documentation of the census experience in order to preserve institutional memory UNSD activities - Revision of international census guidelines

23  Revision of other international census guidelines Handbook on Population and Housing Census Editing, Revision 1 Handbook on Measuring the Economically Active in Population Censuses  Plan to develop a set of new guidelines on: census legislation quality assurance use of technology for census data collection (internet) method for estimating the cost of census UNSD activities - Revision of international census guidelines

24 UNSD activities in support of the 2020 World Programme  Technical support and training - undertake a variety of activities aimed at strengthening national capacity to plan and carry out census operations, in collaboration with regional commissions and relevant international organizations regional technical training workshops providing direct technical assistance to countries organizing study visits for countries to learn from one another (South-South cooperation)  Maintain and enhance UNSD’s Census Knowledgebase website resource for countries to exchange their experiences and share their knowledge and information on census-taking (country census documents, questionnaires) census topics database  Review of national experience three reviews: at the beginning, at the midpoint and at the end of the 2020 round, to be able to give appropriate and timely attention to census challenges
