There will be full and open exchange of data, metadata and products shared within GEOSS, recognizing relevant international instruments and national policies and legislation.
All shared data, metadata and products will be made available with minimum time delay and at minimum cost.
All shared data, metadata and products being free of charge or no more than cost of reproduction will be encouraged for research and education.

2006, Establishment of Task DA-06-01, “Furthering the Practical Application of the Agreed GEOSS Data Sharing Principles” led by CODATA
2007, Plenary supported the establishment of a process with the objective to reach a consensus on the implementation of the Data Sharing Principles for GEOSS to be presented to the next GEO Ministerial Summit. By the request of the GEO IV Plenary in 2007, the Task team drafted a set of Implementation Guidelines that were presented to the GEO-V.
2008, created DSTF to support GEO in its objective to reach a consensus at its 2010 Ministerial Summit on the practical steps to implement the Data Sharing Principles. The Data Sharing Task Force worked to refine the draft Implementation Guidelines and presented the draft to the GEO-VI Plenary

Calls for the creation of the GEOSS Data Collection of Open Resources for Everyone (GEOSS Data-CORE), a distributed pool of documented datasets with full, open and unrestricted access at no more than the cost of reproduction and distribution. GEO Members are invited to encourage their data-providing organizations to make available datasets that fall into this category.

10. GEOSS Data Sharing Principles (2015)
data, metadata and products will be shared as Open Data by default, by making them available as part of the GEOSS Data Collection of Open Resources for Everyone (Data-CORE) without charge or restrictions on reuse, subject to the conditions of registration and attribution when the data are reused;
where international instruments, national policies or legislation preclude the sharing of data as Open Data, data should be made available with minimal restrictions on use and at no more than the cost of reproduction and distribution; and
all shared data, products and metadata will be made available with minimum time delay.

Complexity of EO sectors
The level of understanding and buy-in of DSPs decreases: DSWG the representing institutes in GEO other EO institutes in the countries
Technical ready ≠ Human, cultural & institutional ready
Business model transition won’t take place unless leaders of countries beyond EO sectors are convinced of the benefits of open data sharing

12. Plan for GEO Collectively
Establish the network of national focal points for data sharing. Please respond to the Request to Establish National Contact Points for Data Sharing within GEO Member Governments, circulated by GEO Secretariat in August 2016.
Publish the National Data Sharing Progress Report which monitors data sharing activities, maps the landscape of Earth observation data policies and analyzes the change over time.
Collect evidences for the benefits of data sharing
Hold regional workshops, campaigning on the benefits of data sharing, and building capacities of Data Sharing

13. Recommendations for Members and POs
To develop national (or organizational) data policies that are in accordance with the GEOSS Data Sharing Principles;
To exert leadership to establish necessary coordinating mechanisms to implement the GEOSS Data Sharing Principles, monitor data sharing progress and provide feedback to GEO
To maximize the number of datasets shared as GEOSS Data-CORE in accordance with the GEOSS Data Management Principles
To explore and enable business model changes for data generation in the public sector
To promote the benefits of open data sharing, share your best practices or lessons learned with the entire GEO community
