3 Introduction The development and harmonisation of crime statistics requires the construction of a standard classification of crimes for statistical purposes. The classification is built on two principles: Primary unit of classification is the act or event which constitutes a criminal offence. The description of criminal acts is based on behaviours/events, not on legal provisions. The United Nations Statistical Commission, at its 46th session in March 2015, and the Commission on Crime Prevention and Criminal Justice at its 24th session in May 2015 have endorsed the ICCS as an international statistical standard for data collection, both from administrative records and survey generated data.

7 ICCS Booklet The legal concepts, criminal justice systems, and methods to collect and disseminate crime statistics vary greatly between European countries.  By using a common classification, comparability across Europe is strengthened. The lack of uniform definitions, of standardized instruments and of common methodology limit the comparability of crime data, even among Eurostat countries.  Implementing the ICCS on the European level is an important step toward improving comparability. The data on criminal offences published by Eurostat are already classified according to the ICCS.  This first goal was accomplished by requesting figures for ICCS categories.

8 ICCS Booklet The next goal is to implement ICCS into the recording of crime and producing crime statistics. The overall purpose of our booklet is to raise awareness about and motivate for the implementation of the ICCS, among data users and data providers. This booklet shall complement the guidance to data providers in the EU prepared by the UNODC. It will further present the titles of the offence categories at all four levels of the ICCS in each of the official EU languages.

10 Translations UNODC published ICCS on March 2015
Eurostat planned to translate the classification in other 21 official EU languages during Summer 2016 A first translation was submitted to MS in Summer 2016

11 Translations After the first review by MS, a second review by GOPA was done in order to harmonize Coordination for MS with same language Not already a mapping but a word-by-word translation In Autumn 2016, the new version of translations was ready and will be published with ICCS Manual
