NHTSA’s Support for Driver Education New Marketing Materials The NTDETAS ANSTSE Activities Strategic Plan Technical Assistance for States NHTSA State DE Assessments Information Sharing System Visit www.anstse.info and www.nhtsa.gov NHTSA has supported driver education since the development of the NTDETAS and continues to provide support and funding for driver education initiatives. These links are valuable resources for improving driver education programs.

NTDETAS 2017 Strategic Plan To promote the adoption and implementation of the NTDETAS. To initiate improvements in driver education. To provide a timetable and direction for increased adoption and implementation.

NTDETAS 2017 Strategic Plan Cont. To define priorities of the driver education community. To provide guidance to the Association of National Stakeholders in Traffic Safety Education (ANSTSE).

Ongoing Sustaining Efforts Review and update the Novice Teen Driver Education and Training Administrative Standards and Strategic Plan. Provide Technical Support / Assistance to States for the implementation of the NTDETAS. Encourage each State to complete the NHTSA Driver Education State Assessment / State Peer Review Process and ANSTSE Technical Assistance.

Ongoing Sustaining Efforts Cont. Promote implementation of and maintain the Driver Education Instructor Preparation Program and Materials. Support and promote driver education and training, which strives to meet the NTDETAS, as a required component of comprehensive Graduated Driver License Systems (NHTSA GDL Model). Identify Emerging Issues and National Priorities.

New Strategies for 2017 Develop and disseminate resources to assist States in the implementation of the NTDETAS. Develop, support and promote Parent/Guardian Involvement programs that meet the NTDETAS. Develop and Distribute Guidelines for State Data Collection, Reporting and Evaluation.

New Strategies for 2017 Cont. Enhance the relationship between Driver Education and Driver Licensing through collaboration with State agencies to develop guidelines for driver education and driver license testing programs for students who successfully passed an approved driver education course and encourage states to implement the AAMVA NMDTS. Achieve Cultural Competency in the Driver Education Program (Multicultural Education Principles).

New Strategies for 2017 Cont. Develop a Follow-up Process to Identify the Outcomes of NHTSA Driver Education State Assessment / State Peer Review Process and Technical Assistance. Develop Guidelines for Driver Education for Novice Drivers 18 and over. Promote Implementation of and Maintain the Instructor Credentialing Program. to develop guidelines for driver education and driver license testing programs for students who successfully passed an approved driver education course and encourage states to implement the AAMVA Noncommercial Model Driver Testing System (NMDTS).

NHTSA State Assessment Programs Offered in various program areas: Occupant Protection, Impaired Driving, SFST (DRE Add-on) EMS, Traffic Records, Motorcycles, Driver Education (newest) etc. Requested and funded by States Independent peer review Team of SMEs, State presentations State Final Report Recommendations to State owned by State Posted on NHTSA website with State approval -State Assessments offered in various program areas OP, ID, SFST, EMS, TR, MC, DE -State program Assessment supports the evaluation of existing and proposed driver education programs and activities over a period of time. -The Driver Education Program Technical Assessment examines the following components of a comprehensive driver education program: overall program administration, education/training, instructor qualifications, parent involvement and coordination with driver licensing.

NHTSA State Driver Education Assessment Program Based on National Administrative Standards The 5 Major Topic Areas: Program Administration Education/Training Instructor Qualifications Parent Involvement Coordination with Driver Licensing -The Driver Education Program Technical Assessment examines the following components of a comprehensive driver education program: -Overall Program Administration -Education/Training -Instructor Qualifications -Parent Involvement -Coordination with Driver Licensing

Completed DE State Assessments 2010: Maryland and Oregon 2011: Vermont 2012: Delaware and Kansas 2013: Idaho -The Drivers Education Program Technical Assessment is based on the recommendations in Novice Teen Driver Education and Training Administrative Standards. 2014: Michigan and North Dakota 2015: North Carolina and Illinois 2016: Washington 2018: Rhode Island (Date TBD)
