Background/State of the Market TNC utilization is growing rapidly nationwide With their success, many private & public entities are considering utilizing TNCs like Uber & Lyft to augment or enhance transportation services

How Does MTM Use TNCs? Partnership with Uber Currently deployed in Illinois & Ohio markets for NEMT services Client approves use of TNC outside normal regulations/parameters Attestation that driver/vehicle may not meet credentialing standards

MTM’s Approach Traditional providers utilized for regularly scheduled advance notice trips TNCs utilized for short notice/on-demand trips (hospital discharges, will calls, stranded passengers)

Concierge Platform Uber Central allows MTM to authorize & order trips Trips billed to MTM Trip shows up like any other trip on driver app Passenger receives notifications Phone number is masked Driver never sees passenger number (HIPAA compliance)

Voucher System Client gives MTM specific number of Uber vouchers to give to passengers Passenger inputs voucher in Uber app No credit card on file Passenger can use voucher for longer trips Agency pays base amount Passenger pays the difference Offers convenience of TNC, but does not push ridership beyond budget capacity

Benefits of Using TNCs Passenger convenience Enhanced on-demand service Technology for real-time tracking & on-time performance Passenger can use app similar to regular app, but still be protected No credit card Privacy

Benefits of Using TNCs Cost savings Standard TNC rates are typically below rates paid to providers for short notice/on-demand trips Long distance trips typically do NOT benefit from cost savings by using a TNC

Challenges with Using TNCs TNCs are traditionally unwilling to offer sufficient number of accessible vehicles Convenience of apps may drive utilization and put pressure on budgets TNCs generally will not modify their business plan Using TNCs requires “workarounds,” limiting convenience & availability Compliance risk – drivers & vehicles don’t always meet credentialing requirements Inability to schedule routine advance notice trips

Other Solutions Paratransit network with “mom & pops” willing to meet drug & alcohol screening & training guidelines Credentialing through larger network with taxis & smaller companies Emerging technology with competing apps in TNC space Private companies (including MTM) working to provide drivers that meet all regulations & use similar app technology
