State System Office Actions (1 of 3) Provide IT support (new staff positions) to faculty to relieve them of burdens, make environment conducive to technology use. Fund through new legislative appropriations or tuition increase. [DAB thinks this is more appropriately an institution-level responsibility rather than state system.]

State System Office Actions (2 of 3) (a) Design and build (in out-years) infrastructure (communications, technical support staff) to operate state-wide network for distributed learning (distance education), based on survey of needs and ability to provide content (content - programs and courses - remains universities’ responsibility). (b) Develop long-term business model for operation of distributed learning infrastructure. (This action item assumes there is already some expertise and commitment to distance education by programs and departments in universities in the system.)

State System Office Actions (3 of 3) Offer a “deal” to universities: eliminate system-mandated reporting and checking requirements in any area in which the universities adopt a common system.
