3 Why are we here? To inform parents/family members about federally funded programs and services provided to students. To provide information on how schools and parents/family members must actively support each other's roles and responsibilities as partners in the educational process of their children. To provide information related to the school-wide program and components for meeting the goal. Parents/family members will be informed of their right to be involved and the process available to them to provide input into the planning, review and improvement of these programs. Information will also be discussed regarding private schools providing services to SAISD students and the processes available for input from these stakeholders. 5 Every Student Succeeds Act (ESSA)
On December 10, 2015, the Every Student Succeeds Act (ESSA) was signed into legislation to rewrite ESEA/NCLB. The Every Student Succeeds Act (ESSA) introduces an entirely new set of rules to Title I and other federal programs. San Antonio Independent School District Federal Programs Department

9 Title I, Part A - Improving Basic Programs
Provides supplemental funding to state and local education agencies. This funding pays for resources to assist schools with high concentrations of students from low-income families. These resources improve education quality and help ensure all children in low-income contexts meet the state's student performance standards. Title I, Part A provides support to schools in implementing either a school-wide program or a targeted assistance program. Title I, Part A programs use effective methods and instructional strategies that are grounded in scientific research. San Antonio Independent School District Federal Programs Department

10 What is a Title I School? Receives federal funding (Title I dollars) to supplement the school’s existing programs: To provide high-quality education so that all students will meet the state student performance standards Identifies students experiencing academic difficulties and provides timely assistance to help these student’s meet the state’s challenging content standards Supplemental staff, programs, materials, supplies Parental and Family Engagement meetings, trainings, activities Recruiting/Hiring/Retaining Highly Effective Teachers San Antonio Independent School District Federal Programs Department

11 Parent and Family Engagement Set-Aside
A school district with a Title I Allocation is required by law to set aside (reserve) 1% of it’s Title I allocation for parent and family engagement: Of that 1% set aside, 10% may be reserved at the district level for system-wide initiatives related to parent and family engagement. The remaining 90% must be allocated to all Title I schools in the district. Each Title I school receives its portion of the 90% to implement school-level parent and family engagement. 12 Set-Asides (Reservations) Defined

14 What is equitable services to private non-profit schools?
ESSA Title I, Part A, requires a participating district to provide eligible children attending private elementary and secondary schools, their teachers, and their families with Title I services or other benefits that are equitable to those provided to eligible public school children, their teachers, and their families. Services and budget issues are discussed with private school officials as part of a consultation process before decisions are made to ensure the opportunity for eligible private school children to participate in Title I, Part A programs is not affected. 20 Communication District and campuses provide communications about the Title I, Part A program in a format and to the extent practicable, in a language that parents and family members can understand. 21 Parent and Family Engagement Policy Requirements
Requires school districts to implement programs, activities and procedures for the involvement of parents and family members. Such programs, activities and procedures shall be planned and implemented with meaningful consultation with parents and family members of participating students. 22 What is a written Parent and Family Engagement Policy and what does public law say in regards to it?
Every school district and campus that receives Title I money must have a Parent and Family Engagement Policy. A Parent and Family Engagement Policy explains how the school district or the school itself supports the important role of parents in the education of their children. Both the District and the campus must have a written Parent and Family Engagement Policy: Developed jointly with parents Agreed upon by parents Distributed to parents Title I parents have the right to be involved in the development of the Parent and Family Engagement Policy. 29 What is an Annual Title I Meeting?

33 Highly Effective Teacher
Title I Part A campus provides timely notice that the student has been assigned, or has been taught for 4 or more consecutive weeks by, a teacher who does not meet applicable State certification or licensure requirements at the grade level and subject area in which the teacher has been assigned.
