Technical-economical study of Czech NPPs Long Term Operation P Technical-economical study of Czech NPPs Long Term Operation P. Kadečka, J. Žďárek 2. 11. 2006

Main Goal and NRI Role Performance of TE study should enable to define Dukovany NPP life extension optimum and to prepare bases for follow up realization program. NRI makes this study in very close cooperation with Dukovany NPP (technical and basic economical part) and CEZ HQ (general economical part).

Main Goal and NRI Role Work started at 2004 has two main parts: Technical, based on: IAEA-TECDOC-1309, Cost drivers for the assessment of nuclear power plant life extension Economical, based on: IAEA matrix for NPP economic assessment CEZ requirements Two methodologies for both parts of the study were prepared.

IAEA TECDOC Cost Drivers (1/2) Safety upgrades to meet regulatory requirements Other non-safety and conventional system upgrades Management programs and processes Environmental impact assessment Maintaining expertise Public acceptance Radioactive waste & spent fuel management

IAEA TECDOC Cost Drivers (1/2) Decommissioning Licensing process Operating and maintenance (O&M) review Operating spares and consumables Fuel cycle improvements Overall risk assessment

Cost of ensuring SC LTO (1/3) One of the most important and compliceted element of the study is calculation of cost necessary to ensure NPP‘s structures or components (SC) LTO. It is part of drivers 1 and 2.

Cost of ensuring SC LTO (2/3) Work is done in following steps and results obtained are screened and comented by Dukovany NPP staff: Selection of structures or components with high cost of replacement or refurbishment Determination of term when measure to ensure selected SC LTO will be necessary to adopt (assuming current service and maintenance of SC)

Cost of ensuring SC LTO (3/3) Design of different possible measures (replacement, refurbishment, ageing management, design change, …) and their application optimum schedule which can be used for selected SC (with necessary measures application to enable NPP‘s LTO) Determination of designed measures costs

Management and tools (1/2) Work managed by division 300 NRI is done in cooperation with: Division 200 (Nuclear Safety) Division 500 (Energoproject Prague, Czech Design Authority) Škoda Research (NRI daughter) UAM Brno (NRI daughter) ECC (External company, Economic expertise)

Management and tools (2/2) All results are saved to Microsoft Access database called EDULTO Database is continually developed in accordance with requirements from work flow Database is compatible with Dukovany SC register (Passport, MNT Graph) In the future the database will be part of EDU PLIM database called INFOZ (structure is also NRI product) Except already mentioned sources also Knowledge Management System DART , with Dukovany NPP DB is used

Main form of Dukovany LTO database with component selection

Form of Dukovany LTO database, containing second step evaluation results

Form of Dukovany LTO database, Design of possible measures (1/3)

Form of Dukovany LTO database, Design of possible measures (2/3)

Form of Dukovany LTO database, Design of possible measures (3/3)

OPTIMUD INFOZ

DART EDU CZ, DB Knowledge Management System

Other Cost Drivers Evaluation (1/2) For other cost drivers, analyses are done and if necessary measures are also designed. For instance: Safety upgrades to meet regulatory requirements are evaluated on the basis of PSR done by Dukovany LBB

Other Cost Drivers Evaluation (2/2) Management programs and processes are evaluated taking into account results of IAEA SALTO project in which CEZ, NRI and Czech Regulatory Body (SÚJB) are very active Licensing process is prepared and evaluated on the base of QA program for LTO. QA program is prepared by Dukovany NPP staff and discussed and agreed with SÚJB.

Economical Part of Study (1/2) Economical part preparation is done by external subcontractor of NRI Final calculation will be done by CEZ experts using their tools, procedures and confidential strategies All will be done in accordance with Czech Rep. laws and CEZ procedures

Economical Part of Study (2/2) NRI finish its work by determination of price for accepted measures Also the possible time schedule for measures realization and their interactions are taking into account. For this reason a tool called Big Map of Actions designed by Dukovany staff will be used and updated (new computer application).

Conclusion TE study will be finished in 2007 On base of CEZ management decision, a preparation of detail realization program is supposed.
