Introduction Romania is a nuclear country. There are 2 authorities that share the responsibilities in the nuclear field licensing and respectively long term nuclear activities development and radioactive waste management: National Commission for Nuclear Activities Control (CNCAN) is the national authority in the field of nuclear activities licensing and control, covering the nuclear safety activities (regulatory body). Nuclear Agency & Radioactive Waste – National Authority with the mission to provide technical assistance to the Government in developing and adopting policies in nuclear field development for peaceful power and non-power application of nuclear energy and to coordinate at national level the radioactive waste safe disposal and management and nuclear installations decommissioning. Each of them have a specific area NLO in relation with IAEA for Technical Cooperation Programme

Introduction (2) Short overview on existing facilities and activities with use of ionizing radiations: There is one NPP with 2 units in operation (UN1 since 1996 and UN2 since 2006) at Cernavoda site. One TRIGA 14 MW Research reactor is in operation at ICN- Pitesti since 1979. An other research reactor used until 1957 to 1997 at IFIN-HH Magurele is in decommissioning process. On the IFIN-HH Magurele site there are in operation a TANDEM linear accelerator, a Cyclotron TR 19 accelerator, and a IRASM Multipurpose Irradiation Facility The front-end of nuclear fuel cycle facilities include uranium mining in Carpathian mountains, an uranium ores conversion plant at Feldioara and a CANDU 6 Nuclear Fuel Plant in Pitesti There are also medical installations (in Cluj, Iasi, Bucharest) , industrial and other installations used for non-power purposes On the back-end or nuclear fuel cycle and research , industrial and medical radioactive waste, there are radioactive waste treatments facilities (on the NPP and on Research Institutes sites ), and a low level repository at Baita Bihor (used mainly for institutional radioactive wastes).

Introduction (3) There are future plans to expand applications with use of ionizing radiations In the nuclear fuel cycle : Nuclear Agency & Radioactive Waste plans to construct until 2021 a Low and Intermediate Level Waste Repository at Saligny site and Nuclearelectrica SA Company is in discussions with a new investor company in order to finish other 2 Nuclear Units at Cernavoda site. General information on the legal and regulatory framework for E&T in radiation protection and safety The Low no. 111/1996 related to the safety of nuclear activities include requirements to authorize all nuclear activities in Romania and in article 9 the requirement for the owner of the authorization to use only personal qualified with a specific practice permit in force for the activity conducted. In article . In art. 4 there are prevision for the regulatory body to have enough financial resources to train the personal used in all its activities. CNCAN issued specific norms with specific requirements for authorize the personal used in nuclear activities. There are requirements for education and/or training for Qualified Expert, Radiation Protection Officer’, Workers, Health Professionals (e.g. Medical Physicists)’ In Romania there are the GD no. 600/23.07 2014 for approval the “National Strategy in Nuclear Safety and Security” that includes requirement in Annex 1 for the education and training of the personal used in nuclear radioactive transport and waste safety.

Overview on the draft Policy document 1. Background The policy for policy for “National Strategy for Education and Training in Radiation, Transport and Waste Safety” will include the “National Strategy in Nuclear Safety and Security” (GD no. 600/23.07.2014), as following: The Strategy will create the framework for national authorities and institutions to cooperate to permanent improvement to the sustainable education and training process in radiation, transport and waste safety The base of the Strategy will be the national and international legislation, IAEA guidelines and international relevant standards and the state obligation in relation with international organisations and European Commission in the field of nuclear activities. The strategy will be periodically reviewed and updated in conformity with references from a). The strategy will take into account: National obligation in the field of nuclear safety versus European Commission National objectives in area of nuclear security The national infrastructure optimisation in (E&T) versus national infrastructure in radiation field evolution

Commitments and Obligations The State is represented for National Strategy elaboration and improvement by: ANDR in area of nuclear activities development and aria of radioactive waste management and nuclear installation decommissioning will upgrade the long term national nuclear programme and will identify the national needs for specialists and operators in nuclear field. CNCAN in area of safety requirements for nuclear safety Ministry of Energy in medium term energy strategy Ministry of Education in basic curricula area Ministry of Internals Affairs, in radioactive emergency preparedness… The Strategy will be analysed and approved by the Romanian Government.

National Strategy for Education and Training 1) National Activities in E&T are conducted by Universities (Bucharest, Pitesti, Iasi), NPPs operators, R&D national institutes (TSOs) and the NLOs for the Technical Cooperation Project in relation with AIEA. 2) The needs of E&T Support is identified by Licences owner in relation with CNCAN requirement, nuclear installation provider and national and international standards in safety nuclear activities area 3) All the needs in E&T Supports will be centralised by national authorities and NLOs in relation with AIEA TC Programme to be communicated and periodically updated

Advising and Monitoring Mechanisms The Strategy document will be elaborate by a Steering Committee including the CNCAN and ANDR representatives institution for training personal in conformity with Annexe 1 of “National Strategy in Nuclear Safety and Security” The strategy will be approved by GD. CNCAN will monitor and periodically assessed the strategy sustainability and will decide to conduct the Steering Committee analyse for elaborate the proposal for Strategy improvement .

Moving towards a National Policy/Strategy The new document need to develop the provision of National Strategy in Nuclear Safety & Security Straiten and further develop the legal and regulatory framework for education and training inn radiation protection and safety, and/or To improve the collaboration with IAEA and international organisations involved in providing training and good practices in radioactive waste management To comply with IAEA Safety Standards Etc…

Way Forward The next steps envisaged for the establishment of the policy and strategy on education and training in radiation, transport and waste safety are: Finalization of the Policy document Involvement of other relevant stakeholders that did not participate directly in the current exercise to draft the Policy (CNCAN, TSOs, Universities) Approval/endorsement of the final Policy document by a relevant authority/stakeholder (create a Steering Committee for Strategy elaboration) Development of the National Strategy Clarify what support need to be provided by IAEA to facilitate the establishment of the Policy/Strategy & establishes and periodical update a E&T National Programme

Conclusions The main structure of the next Strategy in (E&T) for transport , and radiation waste management safety is included in “National Strategy in Nuclear Safety and Security” (GD no. 600/23.07.2014). Challenges to be faced refers to extend the working group at national level and to Possible solutions : create the Steering Committee for Strategy elaboration, based on the national authorities and institution interest in developing the National Programme and curricula for E&T in transport and radiation and waste management safety. Feedback on the exercise will be used as reference.
