BACKGROUND Proclamation No 92,2009 – establishment of the Department of Military Veterans (DMV), signed 28th December 2009; DMV was established to ensure that Military Veterans affairs are catered for at an executive level, hence the Ministry of Defence and Military Veterans; Appointment of Director General Mr T.E. Motumi on 24th February 2010 to ensure efficient management and administration of the newly proclaimed DMV; The unveiling of Logo and opening of offices took place on 30th April 2010. DMV is operating at Denel Irene campus, Nellmapius Drive, Centurion; military veterans Department: Military Veterans REPUBLIC OF SOUTH AFRICA

BACKGROUND military veterans Cabinet approved the recommendations of the Ministerial Task Team Report on Military Veterans on 15th June 2010 pertaining to legislation; pensions; housing; health care; honour and burials; education, training and skills development; Transport; compensation; business opportunities; counselling and institutional structures. military veterans Department: Military Veterans REPUBLIC OF SOUTH AFRICA

BACKGROUND The head of DMV has been assigned to initiate programmes and ensure amendment of current legislation The current support to military veterans is characterized by uncoordinated and uneven benefits rendered by different spheres of Government out of generosity The Minister of Public Service and Administration approved the Organisational Structure of 141 post on 30th June 2010 military veterans Department: Military Veterans REPUBLIC OF SOUTH AFRICA

Strategic Planning DMV submitted its first Strategic Plan to National Treasury on 29th July 2010. The vision of the Department of Military Veterans has been encapsulated as “To ensure that the unique needs of military veterans are provided for.” The mission is “To initiate, manage and administer military veterans affairs with dignity and compassion. This will be through overall coordination and facilitation of the activities of all government and private sector to ensure the provision of coherent assistance to military veterans.” military veterans Department: Military Veterans REPUBLIC OF SOUTH AFRICA

Well coordinated and facilitated provision of the Military Veterans Healthcare and Socio-Economic support services (40%). Output 2. Managed and Coordinated Military Veterans empowerment and stakeholder relations services (30%) . Output 3. Corporate Support Services (70%) . Output 4. Executive and administrative support services to the Director General (50%). Output 5. This will be achieved through: a. Human Capital. b. Financial, Material and IT Resources. c. Office accommodation. d. Legislation and Policy development. e. Conclusion of Service Level Agreements. f. Strategic Planning military veterans OUTPUT RISKS The allocations were not determined taking into account the approved structure as well as the functional areas and delivery models based on the SLA between DMV and line function departments (eg. DOHS in respect of housing). They would thus have to be reviewed as part of the budget adjustment process upon finalisation of the Department’s structure and delivery model, based on firm and detailed policy proposals as approved by Cabinet The current lack of funding implies an inability of the newly established Department to achieve its mandate military veterans Department: Military Veterans REPUBLIC OF SOUTH AFRICA

Strategic Planning As such DMV mandate currently forms part of Programme 1: Administration of the 2010 vote 21. STAFFING On 2nd & 3rd August 2010 DMV advertised 28 posts in the City Press, Sowetan and Sunday World, and the closing date was 13th August 2010. 6189 applications were received for the total of 28 posts advertised, and 164 came in after the closing date. WORKSTREAMS AS PER MTTMV REPORT DG held meetings with his counterparts of the Departments & Government Entities named hereunder regarding programmes for military veterans. Department of Communications, Human Settlements, Social Development, PALAMA, GEPF, DBSA, War on Poverty, Transport, Health, Gauteng Province, DG introduced DMV to them and took them through the Ministerial Task Team Report to ensure that they understand the mandate of the Department and how they come into the picture. military veterans Department: Military Veterans REPUBLIC OF SOUTH AFRICA
