TUITION …is the amount of money paid to a school district to offset the district’s cost of educating a student who is a legal resident of another school district. … substitutes for the local tax dollars received by a school district to educate students who reside in that district. …amount for each school district is set annually by the Ohio Department of Education and is paid by the parents or the school district where the parents reside.

ORC 3313.64 Rules regarding admission and tuition liability. ( A labyrinthine challenge to even the most sophisticated reader) Baldwin’s Ohio Handbook Series Rules regarding admission and tuition liability. Tuition is to be paid to an educating district by a resident district if the following “how received” EMIS status codes have been properly applied: - SF14 or SF14H: 1T – Institution, non-court ordered 1C – Foster care or placed by court with a relative 1P – All court ordered institutional placement other than foster care No SF14 or SF14H 19 – Inter-district open enrollment 1B – Non-resident student attending special education program

SF-14 tuition for non-handicapped students Pursuant to Senate Bill 140, Section 3313.64 of the O.R.C., it is necessary for Boards of Education in Ohio, with a home as defined in this section located within the district, to report to the State Superintendent of Public Instruction the SSID number, the school district(s) responsible for tuition and duration of attendance for all pupils of such homes. The SF14 form is used for tuition certification and report of STUDENTS WITHOUT DISABILITIES in membership.

SF-14H tuition for handicapped students Pursuant to Section 3323.13 and 3323.14 of the O.R.C., a board of education that provides special education to an eligible nonresident child may require a tuition payment from the district of residence. The amount of the tuition is determined in Section 3317.08 of the O.R.C. The form SF-14H is for the certification and report of CHILDREN WITH DISABILITIES in attendance who reside in a “home” as defined in 3313.64(A)(4) O.R.C.

SF-14H Questions Educating district must be able to answer yes to at least one of the following: Did you or a delegate invite the parent’s district of residence school official to attend the individualized education (IEP) program meeting or the multi-factored evaluation meeting for the child? Did you or a delegate in your district receive a copy of the individualized education program (IEP) or multi-factored evaluation for the child from the parent’s district of residence? Did you or a delegate of your district inform the parent’s district of residence in writing that the child was being provided educational programs by the education district?

Excess Costs (formally SF-6 submission) The district can submit and be paid excess costs for the following students: If an SF-14H was submitted: 1T – Institution, non-court ordered 1C – Foster care or placed by court with a relative 1P – All Court ordered institutional placement other then foster care AND 19 – Inter-district open enrollment 1B – Non-resident student attending special education programs

SF-14 and SF-14H Deadlines and Submissions Due Dates: March 1st (July 1 – December 31) August 1st (January 1 – June 30) If the student is enrolled the entire year then both reports should equal 180 days or equal to the calendar days entered in EMIS and should include parent teacher conference, calamity and waiver days. Actual days (July1-Dec.31then Jan1-June 30 are to be reported -- NOT 90 days and 90 days). You only need to provide the court document naming the district with the initial submission and not the second reporting if it is the same student.

Excess Costs – (Formerly SF-6) For excess costs related to the education of nonresident handicapped students. Excess costs are for the previous school year. Deadline will be announced when the program opens (typically the end of January). Electronic forms are used for “per capita” or “specific student” cost calculations.

Per Capita Excess Costs Per Capita is the pre-populated basis for costs in the automated system. The average cost to educate a handicapped student in your district is automatically calculated on the form. EMIS data is automatically retrieved to establish how the student was received and the tuition funding that has transferred. Forms are signed and submitted electronically within the program.

Specific Student Used for higher incident students. Form will prepopulate as per capita and specific student must be selected to change the data. Costs are those specifically related to the education of each student and manually entered in the form. Appropriate supporting documents are uploaded to the system. Forms are electronically signed and submitted within the system.

Necessary Documents For Specific Student Excess Cost Applications Contract(s) – Contract for open enrolled (19) or special education cooperative (1B) student(s) (proof of offering is acceptable). Contracted Services – Invoices for any contracted service being claimed in the submission. Itemized documentation must be provided to verify expenses claimed. Transportation (T-2) – if special education transportation is being claimed as a specific cost and the figure being used is the average cost of all special education transportation, a copy of the T-2 expense completion report must be provided. If the cost is for an individual child, an itemized statement or invoice is required. Related Services - Itemized detail and documentation is necessary for all claimed expenses.

Additional Forms SF-DRC – (State Foundation – District of Residency Change Form) When a district is named in a court order and the parent/parents move, the district has the ability to request a change of responsible district by filling a properly completed and timely SF-DRC form. (Must have two forms documenting residence such as a lease, utility payment stub with address, Child Family Services statement, pay stub…) Catastrophic Cost Reimbursement (Resident District) The resident district has the ability to file for a partial reimbursement of costs associated with the education of resident students. Thresholds Categories 2-5 $27,375 Category 6 $32,850 Deadline (dependent upon when the excess cost program opens).
