4 Open Enrolled Student An open enrolled student educated by your district will have: Percent of Time=100 District Relationship=1, Student Receiving Instruction District of Residence=where the parent resides How Received=9,Non-Resident Open Enrolled How Received IRN=DOR

Percent of time = time educated at JVS District Relationship = 1, Student Receiving Services District of Residence = where parent resides How Received = 9, Non-Resident Open Enrollment How Received = District that is sending the student In this case, the student is open enrolled from Lorain City Schools to Clearview Local Schools and you, as the JVS, are receiving the student. Your challenge is to open communications with home schools to understand student situations.

Look for ‘9’ students in the Attending Students by District box of the Enrollment Report And ’19’ students on the SF3_Flow_All Report

9 Foster/Court Placed (Placed Within Your School District)
Percent of Time = 100 District Relationship = 1, Student Receiving Instruction District of Residence = where parent resides (your district) How Received = C, Foster Placement/Placement with Relative or P, Court-Placed Student Excluding Foster Care How Received IRN = Resident District IRN (your district)

10 Foster/Court Placed District of Residence = determined by court documents as the district of financial responsibility How Received = C, Foster Placement/Placement with Relative or P, Court-Placed Student Excluding Foster Care How Received IRN = Same as DOR

11 Foster/Court Placed Out of Jointure attending JVS (JVS View)
This student was foster placed from Western Reserve Local to the Midview Local School District

12 Funding Flow – Court/Foster In
Look for 1P or 1C students on your SF3 Flow All report Verify ADM column Look for ‘C’ and/or ‘P’ students in the Attending Students by District column of the Enrollment Report

19 Funding Flow – Non-Public Special Education
Non-Public students you do not educate will not be included on your Enrollment or SF3Flow_All reports Open the Stu_Dec_Child.csv file and filter for Student Status 6 students to verify

20 Title 1 Public School Choice
District of Residence = where parent resides How Received = W, Non-resident attending under Title 1 Public School Choice How Received IRN = sending district

21 Funding Flow – Title 1 Public School Choice
Look for ‘W’ students in the Attending Students by District box of the Enrollment Report Look for ‘1W’ students on the SF3_Flow_All Report

22 District Employee Parent/Guardian
District of Residence = where parent resides How Received = A, Non-resident student-Parent is a District Employee How Received IRN = DOR

23 Funding Flow – District Employee Parent/Guardian
Verify “Attending Students by District” area of Enrollment Report (A Non-Resident, Employee) Look for 1A students on SF3Flow_All report

24 Grandparent Rule (NOT Grandparent POA or Caretaker Affidavit)
Authorized by ORC : Student under the age of 22, in the custody of the parent(s), resides with grandparent and does not require special education services Can attend the district where grandparent resides, tuition free, as long as the Boards of Education of BOTH districts agree good cause exists for such attendance

25 Funding Flow – Grandparent (NOT Grandparent POA or Affidavit)
Look for ‘7’ students in Attending Students by District box of Enrollment Report Look for ’17’ students on the SF3_Flow_All Report

26 Tuition Student In-state tuition student Out of State tuition student

27 Funding Flow – Tuition Tuition students will show as 1D students on your SF3 Flow All report Would an out of state tuition student show on the SF3 report? If so, how would it look? The answer is no. Billing must be for students in Ohio and to districts with an OHIO IRN #
