RAF9038 Final Coordination Meeting Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety: Status of the first life cycle Response Phase – completed in 7 months (January – July 2013) Analysis Phase - completed in 3 months (August – October 2013) Action plan - completed in 2 months (October – November 2013) Scope of Self-Assessment: 4 Core modules selected

RAF9038 Final Coordination Meeting Challenges: Management commitment Top management was fully committed but faced difficulties with technical staff implementing the exercise Training / understanding Training provided was inadequate as Sierra Leone participated in only two of the meetings on self-assessment Personnel Some went on fellowship and had difficulty replacing them. Some not fully committed to project implementation. Some of the questions were too difficult to understand

RAF9038 Final Coordination Meeting Time Long time in responding to questions as there were too many subsidiary questions Technical (software, question-sets, etc.) SAT software was difficult to use . SAT was therefore not completed. SARIS software introduction was quite helpful as it was user friendly. Exporting SAT to SARIS was difficult and time consuming. External (i.e. cooperation from other organizations, etc.) We have MOU with all stakeholder institutions. Some cooperated well. Difficulty in cooperation from Environmental Agency, Ministry of Mines. We eventually got cooperation of all stakeholders after several meetings Cooperation with Ministry of Health was remarkable

RAF9038 Final Coordination Meeting Improvements to regulatory infrastructure: Implementation of improvements to the regulatory framework – progress Gaps in regulatory infrastructure clearly identified Technical staff now more familiar with regulatory requirements Regulatory staff better trained Regulatory staff more familiarized with IAEA Technical documents Create opportunity for peer review among Member States to learn best practices Capacity to conduct self-assessment to improve regulatory control Provide training for core regulators Recognition of SAT as a management too
