Implementation of WCO SAFE Framework WCO SAFE Framework is an instrument : to establish international standards to secure trade for all modes of transport to strengthen the cooperation between Customs administrations to strengthen Private Public Partnership (PPP) But it is not a binding legal instrument! © International Road Transport Union (IRU) 2007
