10 Unique Consignment Reference (UCR) For Customs purposes  For Customs purposes u Applied to all international consignments u Used in ALL communications throughout the supply chain u Used as an access key for audit, consignment tracking and information reconciliation purposes u Unique at both national and international level u Issued by or on behalf of the party having initiated the transaction u Using ISO 15459 or other industry solutions 10

13 Conclusions u Political will and commitment u Industry support for the practical implementation of WCO instruments and tools u Governments to accede and implement the revised Kyoto Convention and other relevant existing instruments and solutions u Co-ordination and co-operation with other sectors- transport, communication, financial institutions u Single window- supports inter-agency coordination u More work still required on data model, UCR and ACI- close co-operation with trade and Member Customs of WCO 13
