How does immigration affect Canada’s cities and regions? Examine the Map on p. 188: Based on the Map and Chart, how well has Canada achieved its goal of sharing the economic benefits of immigration across all regions in Canada? Why might immigrants not choose to settle in Toronto, Montreal, or Vancouver? What potential opportunities and challenges are facing the Toronto area? How does where immigrants settle create opportunities and challenges for cities and regions?

How are Provincial Governments able to influence and implement immigration policies? Because Canada’s populations and economies vary so greatly, the individual provinces need and desire for certain types of immigrants also varies. Provincial Nomination Program – under this program, provinces can “nominate” a percentage of immigrants each year. This means they can specify which areas and what types of needs they have for immigrants. Provinces can also set up immigration or recruitment offices in foreign countries. Immigrants are not forced to move to certain areas but are more likely to settle in areas whose labor needs match their skills.

Nomination Program: Examine the Chart on p. 190 to see what sectors of the economy and what skills are needed through immigration in AB. Examine the Pie Chart on p. 190. From the Chart, what opportunities and challenges face Alberta?

Immigration Policies in Quebec: An attempt to strengthen French Language in North America In an effort to preserve the Francophone culture in Quebec and N.A., the Canada-Quebec Accord was signed in 1991. Canada-Quebec Accord: allows Quebec to choose French Speaking immigrants from around the world (the Canadian government still has to officially clear these people for immigration to Canada). Quebec seeks immigrants whose first language is French. The Accord also allows Quebec to require immigrants who settle in Quebec to send their children to French-Language (Francophone) schools and programs.

Results of the Canada-Quebec Accord The policy has increased the number of Francophone immigrants coming to Canada and particularly Quebec (Overall, 75 % of all Francophones now settle in Quebec). How has this increase in Francophone immigrants helped to preserve and promote the Francophone culture in Quebec and in N.A.? Discuss answers to #1-2 on p. 191
