Pradhan Mantri Fasal Bima Yojana (PMFBY) in Andhra Pradesh for Kharif 2016 Pradhan Mantri Fasal Bima Yojana (PMFBY) Yield based Crop Insurance Programe is being implemented in two clusters of the 13 Districts Cluster -I: East Godavari, Srikakulam, Guntur, Nellore, Prakasam, Ananthapuram & Chittoor. (7 Districts) Cluster-II: West Godavari, Visakhapatnam, Vizianagaram, Krishna, Kadapa & Kurnool (6 Districts) WBCIS: Groundnut, Cotton, Chilly, Sweetlime, Tomato & Oil palm in selected Districts. Unified package insurance for Ananthapur District Open bids are invited from all the empanelled insurance companies .The required data is provided. The bids will be finalized on 19th April 2016.

Crops covered under Pradhan Mantri Fasal Bima Yojana – 2016-17 KHARIF RABI PADDY, JOWAR, BAJRA, MAIZE, BLACKGRAM, GREENGRAM, REDGRAM, GROUNDNUT (I), GROUNDNUT (UI) SUNFLOWER, CASTOR, SUGARCANE (Plant), SUGARCANE( Ratoon) COTTON(I), COTTON (UI), CHILLIES(I), CHILLIES(UI), TURMERIC, KORRA. Horticulture Crops (WBCIS) TOMATA, OIL PALM AND SWEETLIME PADDY, JOWAR, MAIZE, GREENGRAM, BLACKGRAM, GROUNDNUT, SUNFLOWER, CHILLIES, ONION, BENGALGRAM. MANGO,BANANA AND CASHEWNUT.

ISSUES & problems in implementation of PMFBY & WBCIS Coverage of Tenant Farmers. Regarding coverage for tenant farmers the procedure and guidelines need to be given . Seasonality Discipline. Seasonality discipline should not be uniform and the states may be given total discretion in fixing cut off dates based on the cropping pattern, crop calendars. For Non –Loanee enrolment also similar cut off dates shall have to be followed even the participation is through insurance intermediaries. Delay in claim settlement. In case of localized crop damage , use of technology (RST, Drones) to be made mandatory to settle the claims with in a week. In loss assessment , State government rep. Should have the final word in giving the report of proportion of loss in case of mid season pay out.

WBCIS Issues and Solutions initiated by Govt. of AP Design of Weather Product Involved the experts and crop specialists in designing customized Weather index products. No. of AWS To improve the density of AWS increase the number of AWS to 2-3 per Mandal To improve the accuracy of weather data, the monitoring and validation is done regularly by the planning department Claims Settlement Abnormal delay of more than one year is observed while the cutoff date is 45 days after the risk period. The insurance company shall have to pay penalty if there is any delay in claims settlement. RST/ UAV may be adopted in case of localized damage due to adverse weather and not captured by AWS

Village level programs through MPEOs Action plan on awareness & publicity for effective implementation & maximum coverage of farmers under PMFBY Action plan is made to improve coverage and reach upto 50% of area in three years. During the current kharif campaign, scheduled PMFBY awareness programmes, Workshops at District / Mandal level. Involving Extension Officers, Bankers & officials of Line departments. Village level programs through MPEOs Programmes for insurance intermediaries to improve the non loanee coverage. All India radio and tv programmes. Insertion of data related to crop insurance like Crops Notified, premium rates & cutoff date details in the farmers portal of Govt. of AP. To provide ready reference to farmers. Continious sensitazion programmes on PMFBY at farmers training centers and through ATMA programmes.
