Technological intervention in administration of the scheme – eg NCIP and CCE agri app

Revised Operational Guidelines launched and implemented from 1st October 2018
Partnership developed with CSC for additional window of enrolment for non-loanee farmers – lakh farmers enrolled in Kharif 18
Insurance unit reduced to village/village panchayat for major crops
National Crop Insurance Portal Launched – integration with different stakeholders like Banks, ICs, CSC, and access to individual farmer
CCE agri app launched to improve transparency and quality of CCE data
Premium rationalization process initiated
Monitoring and Evaluations system developed for improved transparency and accountability
Awareness activities on PMFBY conducted in more than 1000 villages during Krishi Kalyan Abhiyan II
Issuing/Distribution of acknowledgment receipts to insured farmers

10. Issues Requiring Attention of States
Timely sharing of AY/TY data with Insurance Companies
Expedite setting up of Grievance Redressal Committees at State and District level as per Revised Operational Guidelines (letter issued in January 2019)
Constitution of State Technical Advisory Committee (STAC)
Issue and digitization of notification of PMFBY for Kharif 2019 at the earliest to ensure maximum participation by farmers
Risk Pool Mechanism – aggregation of risk for better implementation in cost effective manner – (comments from States sought)
Protocol for coverage of crop damage by wild animals shared with States – comments awaited

11. Issues Requiring Attention of States
Revisit process of conducting CCEs – prevent moral hazards by different stakeholders
Schedule of CCEs to be formally shared in advance with ICs to facilitate co-observance of CCE activities
Sync State crop calendars with seasonality discipline of PMFBY – ensure harvest period is not after cut-off date for enrolment
Ensure Village Master list is updated in a timely manner on the portal
RWBCIS term sheets to be re-designed – ensure all critical weather perils are covered and risk period is synced with cropping calendar

12. Issues Requiring Attention of States
Compulsory bidding by ICs in North East States – States to ensure any issues with ICs participation is raised in a timely manner with GoI
Strong involvement of State Dept for IEC activities taken up at the State/District/Block/GP level
Regular media monitoring to address any issues raised about farmers’ grievances or pending claims

13. Technological Interventions in PMFBY
CCE Agri App and Farmers’ App launched – States to support customization of apps based on regional requirements
Pilot studies by 8 agencies under KISAN-I Project for optimization of CCEs in 12 States (23 Districts) for 5 Crops (Bajra, Cotton, Maize, Paddy & Soybean) during Kharif 2018 and pilot extended for Rabi’ for selected crops
Pilots on technological intervention by States – Odisha, Karnataka and AP using Remote Sensing Technology for crop loss assessment, smart sampling and insured crops verification etc.
Karnataka spearheading technology based claim settlement from Kharif 18
Dedicated infrastructure and manpower by Maharashtra Govt to monitor Automatic Weather Stations
