By standard rule we install on top of the rack a 220Vac power supply distribution 3U crate with mains Vac input protection breaker and dedicated breaker protecion for each output or client. The protection by default will be a 10A breaker (other sizes available) Feedback of the breaker status connected to Slow Controls. Yes YES, We want the high levels of the slow control to be on building ground whenever possible. In additional minimal slow control will also be needed for the DAQ racks. A good location for the SC equipment on building ground is probably the same barrack as the DAQ

the first question to answer here is whether the PDS community prefers to have those devices on the flange or on the detector racks. Device? Size? Is 220 Vac enough? If the ethernet switch (1 is enough) is located in the detector racks, it could be one of the standard devices provided by CERN IT, e.g. from the ICX 7450 series (http://www.brocade.com/en/backend-content/pdf-page.html?/content/dam/common/documents/content-types/datasheet/brocade-icx-7450-ds.pdf).
