2 Innovation activity in the Asia-Pacific region Innovative development of agriculture is one of the necessary conditions for the solution of the problem of food security in the Asia-Pacific region and around the world Innovations are the key to increasing agricultural production and productivity in the agricultural industry, mitigate volatility in food markets

3 APEC and Dialogue on Biotechnology About APEC Asia-Pacific Economic Cooperation is the Forum of 21 economies of the Asia-Pacific region for cooperation in the field of regional trade liberalization and facilitation and investment APEC’s goal is increasing of economic growth and prosperity in the region and strengthening the Asia-Pacific community APEC brings together the fastest growing economies of the most dynamic part of the world and is becoming one of the most promising centers of world development Work on the sectoral areas (trade and investment, finance, small and medium enterprises, transport, energy, agriculture, fisheries, education, health and others) carried out the relevant Russian authorities in accordance with the approved by the Government of the Russian Federation division of responsibilities between the federal bodies of executive power to ensure Russia's participation in the APEC forum

4 APEC and Dialogue on Biotechnology Activities of the HLDAB 1) exchange of experience in the field of agricultural biotechnology by organizing seminars, workshops and study tours; 2) supporting of research in the field of biotechnology and modern agricultural technologies; 3) development of the legal framework for regulation of production and turnover of GM products. APEC working bodies On agricultural issues a number of working groups are functioning, including: 1) Agricultural Technical Cooperation Working Group (ATWG); 2) Policy Partnership on Food Security (PPFS); 3) High Level Policy Dialogue on Agricultural Biotechnology (HLDAB) High Level Policy Dialogue on Agricultural Biotechnology is directly submitted to Senior Officials

5 Russian initiatives in APEC Russian activities in 2012 In 2012 under the chairmanship of the Russian Federation in the APEC the following initiatives was proposed under the rubric of "innovation": 1) joint development and implementation of innovative technologies in the field of biotechnology, agricultural technology and information technology; 2) improving of coordination of measures to mitigate the effects of climate change and adaptation to it; 3) development and coordination of the systems of transfer of technology and knowledge; 4) networking with business in the field of innovative technologies. The initiatives were supported at the 11th meeting of the High-level Dialogue on Agricultural Biotechnology (Kazan, May 2012) and are reflected in the texts of the Kazan Declaration on Food Security (Kazan, May 31, 2012) and in the 2012 Leader’s Declaration Russian proposals were based on the premises that for the intensification the development, commercialization and diffusion of innovation in the APEC economies there is need for a special institutional framework, which provides favorable conditions for innovation, collaboration between business and science as the main participants in the innovation process

6 Russian initiatives in APEC Activities in 2013 In 2013, under the “Agricultural Week" in the city of Medan (Indonesia) a meeting of the Dialogue on Biotechnology was held Representatives of the n Ministry of Agriculture of the Russian Federation announced the project of the National Advisory Centre in the field of innovative agriculture, biotechnology and information technology of APEC economies. The draft concept of the Centre and its structure were presented.

7 A summary of the APEC Centre About APEC Centre In 2014, as part of the Scientific and Technical non-commercial partnership "Technology Platform BioTeh2030" the Russian information-analytical APEC center for Agricultural Biotechnology (currently in the status of the Working Group) was created. The main goal is supporting of the coordination of innovation activities and creation a network of innovation centers in the field of agriculture, biotechnology and information technology at the regional level with the localization of the territory of the APEC economies. The center will act as a platform for dialogue between business representatives of APEC economies and science. On the basis of the Center agreements on implementation of joint projects in the field of research, risk assessment and the potential results of their practical application, the exchange of experiences and best practices in this area could be formed.

8 A summary of the APEC Centre Main activities supports the coordination of innovation activities in the region; contributes to enhancing the development of new agrobiotechnologies; conducting joint research and implementation of technologies; conducting preventative assessment of safety of the proposed innovative projects and evaluation of biosafety biotechnology organisms and their products

9 Development of the project Strategy of the development of the Centre The Centre will have a network structure presented in Asia-Pacific region The Centre's activity will be coordinated with the leading research centers operating under global initiatives (International Research Initiative for Wheat) and the Strategic Partnership for improving the sustainability of agriculture in the developing world (Consultative Group on International Agricultural Research) and others. Functional of the Center will include conducting educational and outreach activities: development of programs and courses on food security for the different target groups in the APEC region The course’s program will include issues of food security and food quality, legislation and practice usage of biotechnology in agriculture, organic farming. For organization and conducting coursesthe experience of the APEC economies will be used.
