PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION (LTO) PREEV Project was proposed to achieve the following objectives:  Main Objective: To improve regulatory action concerning life management programs and long term operation of the nuclear power plants in countries of the FORO region.  Specific Objectives: To develop general non-binding guides for: o general regulatory criteria and applicable regulations on ageing management and long term operation of nuclear power plants. o regulatory assessment of ageing management and long term operation of nuclear power plants. o regulatory inspection of ageing management and long term operation of nuclear power plants. o ageing management and long term operation related issues of nuclear power plants in the Periodic Safety Reviews (PSR) framework.

 General Considerations (I)  The project should cover two spheres, supported by scientific and technological bases: Life management programs (ageing) of nuclear power plant during its design life Licensing process for life extension and long-term operation  As for regulatory activities, the project should cover: The licensing and regulatory framework applicable in each country (non-binding guides) The practices used in the regulatory process (basically assessment and inspection)  In both cases, the elements used in each FORO country should be normalized and compared with existing international standards.  Results  Preparation of four technical guides and a summary report : o TD-1: Guide for regulatory criteria and applicable regulations on ageing management and long term operation of nuclear power plants. o TD-2: Guide for assessment of ageing management and long term operation of nuclear power plants. o TD-3: Guide for Regulatory Inspection of ageing management and long term operation of nuclear power plants. o TD-4: Guide for ageing management issues in the Periodic Safety Review (PSR) of nuclear power plants. o TD-5: Final Technical Summary Report of PREEV Project.  Approved by Executive Technical Committee and Plenary of the FORO in July  Handed over to IAEA in April 2012 to issue a Safety Report. This document will serve as a basis for future IAEA standards or guidelines on regulatory oversight of LTO. PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION (LTO)

 Conclusions  The PREEV project has generated, under the Iberoamerican FORO (supported by IAEA), a set of regulatory guidelines for defining criteria for ageing management and long term operation of Nuclear Power Plants.  The 4 guidelines cover the aspects: general criteria and applicable standards, regulatory assessment and inspection, and the interrelationship of life management and long-term operation under PSR.  Is based on IAEA standards, regulatory standards of 2 technological countries (USA, Canada) as well as Spain. Is also based on WENRA recommendations, and adapted to technical and legal characteristics of Nuclear Safety of FORO’s countries with NPPs or foresight to have them  Handed over to IAEA in April 2012, providing a technical basis for future development of IAEA standards or guidelines => currently drafting the “Safety Report on Regulatory Oversight of Long Term Operation of NPP” by a IAEA consultants group.  Other Considerations  The project was developed by experts from six countries (Argentina, Brazil, Chile, Cuba, Spain, Mexico)  2 year duration (january october 2010)  5 technical workshops (one week / workshop): Preparation, discussion and approval of technical guides + Final Technical Summary Report Technical visits to NPPs (Angra, Sta. M. Garoña, Embalse and Laguna Verde) Discussion of the project and the NPP ageing management and long- term operation issues with the Operators (Utilities)  Project financed by Iberoamerican FORO (75,000 U.S. dollars), with logistical support from the IAEA (Technical Secretariat) PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION (LTO)

 Content of the guidelines (I)  TD-1.- General regulatory criteria and applicable standards  Object.- Establish criteria for ageing management and obsolescence of structures, systems and components (SSC) of NPP in 3 phases: Within the design life period (30 or 40 years) To request life extension (long-term operation) Within the long-term operation period  Scope.- Applicable to NPPs with PWR, BWR, CANDU and PHWR, in all operating conditions.  It is an adaptation of 10CFR54 (NRC) and Instruction IS-22 (CSN) but with some changes to be consistent with guidelines NS-G-2.12 and SS- 17 IAEA (e.g. definition of SSC, obsolescence,... ) and it can be applied to different types of NPPs.  Requirements. - Defines the applicable criteria for: Scope and Selection (Screening) of SSC Identification of Ageing Mechanisms Assessment of Maintenance Practices Definition of Ageing Management Programs (AMP) Analytical determination when defined design life hypothesis exist (Time Limited Ageing Analysis, TLAA) Obsolescence Management  Documents.- Defines the required documentation in each phase: Plan Life Management (PLiM) Integrated Plan Assessment (IPA) Plan Life Management for Long Term Operation (PLiM-LTO) and / or Life Extension Project PLEX (IPA equivalent for CANDU)  Deadlines.- Define time limits for: PLiM and PLiM-LTO: according to regulatory requirements in each country IPA or PLEX: 2 years before license renewal date, within the PSR "documentation package“, with subsequent update (one year) PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION (LTO)

 Content of the guidelines (II)  TD-2.- Assessment of ageing management and Long Term Operation of Nuclear Power Plants  Object. - To provide guidelines for assessment of ageing management programs of NPPs, based on criteria of TD-1.  Scope. - Applicable to NPPs with PWR, BWR, CANDU and PHWR, in all operating conditions.  The requirements can be applied for assessment of all stages: design life, life extension request and long-term operation.  Evaluation.- Applicable for: Plan Life Management (PLiM), Integrated Plan Assessment (IPA) and Plan Life Management for Long Term Operation (PLiM-LTO), typical for USA NPPs Design. Plan Life Extension (PLEX) and Safety Improvement Plan (SIP), typical of CANDU or PHWR NPP. PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION (LTO)

 Content of the guidelines (III)  TD-3.- Regulatory Inspection of Ageing Management and Long Term Operation of Nuclear Power Plants.  Object.- To provide guidelines for conducting regulatory inspections of ageing management programs for NPPs, based on criteria of TD-1, to verify results of the assessment according TD-2.  Scope.- Applicable to NPPs with PWR, BWR, CANDU and PHWR, in all operating conditions.  Inspection types.- Guideline TD-3 defines 4 regulatory inspection types, depending on the ageing management period or stages: During design life, PLiM (usually years): Type 1: verifications on definition and development of a PLiM or ageing management analysis and review (AMR), related with methodology, organization, scoping and screening of SSC, materials, environments, degradatory mechanisms and effects, definition of ageing management programmes (AMP), obsolescence, etc. In principle it is expected only one inspection, at beginning of plant life. Type 2: routine and periodic verifications on control, application and maintenance of defined AMPs in the AMR, performing document verifications as well as in plant SSCs walkdowns. Yearly or biennial frequency, for document verifications and quarterly or half yearly for in plant walkdowns. During long term operation, LTO (usually after years) : Type 3: verification on definition, scope and development of Integrated Plant Assessment (IPA) or its equivalent Plant Life Extension [PLEX] Analysis for CANDU, normally in same aspects as in AMR In principle it is expected also only one inspection, divided in several blocks as needed, at end of design life and before beginning of plant life extension (2-3 years before LTO). Type 4: routine and periodic verifications on control, application and maintenance of defined AMPs in the IPA and the long term review plan [LT-AMR], or its equivalents PLEX and Safety improvement plan [SIP] for CANDU performing document verifications as well as in plant SSCs walkdowns.  Content of the guidelines (IV)  TD-4.- The Periodic Safety Review of NPP related to the Ageing Management and Long Term Operation Aspects  Object.- To establish the detailed aspects within the Periodic Safety Review (PSR), relating to the ageing management of NPP SSC, both during the design life as in case of life extension.  Scope.- Applicable to NPP with PWR, BWR, CANDU and PHWR, in all operating conditions.  Outreach.- Determine the "degree of involvement“ of Safety Factors defined in IAEA guide NS-G-2.10:  Factors SF-1, 2, 3, 4a, 4b, 9, 10: particularly affected by life management  Factors SF-5, 6, 7, 11, 12: relatively unaffected  Factors FS-8, 13, 14: nothing or slight affection PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION (LTO)
