2 Authorization and Inspection of Cyclotron Facilities To achieve an understanding of the authorization process and the procedures for its implementation in the decommissioning of cyclotron facilities.

3 Authorization and Inspection of Cyclotron Facilities The main and specific elements to be included in an application for Authorization Assessment of an application based on criteria established by the legislation, by regulation or the Regulatory Body. Establishment and use by the regulator of suitable procedures for the consistent assessment of applications. Criteria for granting, renewing, amending and revoking a license.

4 Authorization and Inspection of Cyclotron Facilities License to decommission a cyclotron facility At the end of its useful life, the facility should be decommissioned and the building and the surrounding areas returned to uncontrolled use. Upon reaching the decision to shut down the facility for the decommissioning, the licensee should apply for the decommissioning license.

6 Application for a license to decommission a cyclotron facility Specific elements of the application: Specific elements of the application: the name and location of the cyclotron facility; the proposed nature of and schedule for the decommissioning; the land, buildings, structures, components, systems, equipment, radioactive and hazardous substances that will be affected by the decommissioning;

8 the nature and extent of any radioactive contamination at the cyclotron facility, including radiation dose rates; the nature, quantity and activity of radioactive substances at the cyclotron facility; the maximum quantities and concentrations of radioactive substances and hazardous substances that may be released into the environment; the proposed measures to control releases of radioactive substances and hazardous substances into the environment.

How long have radioactive substances and prescribed equipment been in use, where were they used, which ones were used and in what quantities? Consult old licenses.  Plan for the transfer, removal, shipment and disposal of radioactive substances and prescribed equipment.  Plan contamination monitoring and decontamination. Make allowance for radiation monitoring, dismantling and removal of equipment.

16 Authorization and Inspection of Cyclotron Facilities The application is assessed for completeness and technical content and the license issued if all regulatory and safety requirements are met.

17 Authorization and Inspection of Cyclotron Facilities Renewal A decommissioning license should be renewed prior to its expiration date. The licensee sends the application for license renewal which should detail any modification of the data provided in the original license application.

18 Authorization and Inspection of Cyclotron Facilities The regulatory oversight of the decommissioning activities is also planned and scheduled. Typically, an initial inspection upon issuing the license verifies that the operation of the cyclotron facility has ceased. Subsequent inspections may verify proper execution of the decommissioning plan. At those stages any modifications of the decommissioning plan may require the amendment of the license.

19 Authorization and Inspection of Cyclotron Facilities A final inspection must be done upon completion of the decommissioning to verify that the land, buildings, structures previously parts of the cyclotron facility may be returned to non-controlled use. On the basis of the licensee’s request and the successful final inspection report, the decommissioning license is revoked.
