Serving society Stimulating innovation Supporting legislation Enhancing maritime domain awareness and responsiveness in Europe Common Information Sharing Environment

Integrated Maritime Surveillance supports 'Juncker EU priorities': Growth & Jobs: Blue economy + 90% of external trade carried by sea Security: European Maritime Security Strategy Digital Agenda: Public authorities' interoperability

EU policy framework of CISE Integrated Maritime Policy (IMP) & Blue Growth EU Maritime Security Strategy (EUMSS) & European Agenda for Security EU Digital Agenda & Standardisation Policy CISE

About 400 authorities across the EU deploy radars, satellites, ships, aircrafts and information systems to survey the maritime domain & protect EU interests in 7 maritime sectors: Marine and maritime Surveillance: We do a lot ! But … Transport inspection Fisheries control Environmental control Border control Customs Law enforcement Defence

5 Maritime Surveillance So much information…but not always shared! Reporting VMS Satellite AIS Fax Radio UAS Airborne Coastal Acoustic VTS Satellite AIS SSAS LRIT GMDSS IMINT SIGINT HUMINT COMINT UUV Ship-borne Intelligence Sensors Platforms Data bases Radar FLIR Visual ELINT SAR ISAR SONAR HF-radar Fishing licenses Ship registers Criminal registers European Atlas of the Seas Marine data Ports info

What CISE is meant to be: An interoperability framework to make the best out of existing information from any relevant system in Europe A set of tools and solutions to allow for enhanced cooperation, effectiveness and cost efficiency A continuous process enhancing technical and operational interoperability amongst public authorities

A new Martime Surveillance Awareness (MSA) System The EU taking over national responsibilty The end of sectoral responsibility in the EU maritime domain What CISE is not:

Making CISE a reality CISE is designed by its future users to ensure its uptake The better the CISE info services, the more info will be shared The EU Digital Agenda will ensure appropriate cyber-security Cross-sectoral training for public users is being designed Member States will need upgrading to read CISE information The EU Commission provides funding (direct & shared)
