27th January 2012 National Policy Dialogue 2 Broad outcomes Four broad outcomes –Good governance and rule of law –Accountability of leaders and public servants –Democracy, and political and social tolerance –Peace, political stability, national unity and social cohesion deepened

Seven cluster goals assessed against nationally agreed indicators –Structures and systems of governance as well as rule of law be democratic-participatory, representative etc. –Equitable allocation od public resources with corruption effectively addressed –Effective public service framework in place for service delivery improvement and poverty reduction –Rights of poor and vulnerable groups protected –Reduction of political and social exclusion –Improve security –National cultural identities enhanced and promoted 27th January 2012 National Policy Dialogue 3 Cluster Goals

27th January 2012 National Policy Dialogue 4 G1: Structures and systems of governance; rule of law; democracy; participation etc –15% of children registered at birth and 6% issued birth certificates; Trend decreases Regional disparities high –High improvement in gender equity and empowerment of women –Transparency and accountability in LGAs Improved-posting financial information publicly, BUT limited understanding among citizens

27th January 2012 National Policy Dialogue 5 G 2: Equitable allocation; corruption effectively addressed Revenue collection-nominal terms improved Last few years affected by financial crisis Foreign dependence still high Public procurement Average compliance improved: 39% (‘6/7) to 73% (‘9/10) Disparities exists among entities Audits of Central and LG Improvements in clean reports BUT limited implementation of recommendations Positive trend in control of corruption, though still a serious challenge

27th January 2012 National Policy Dialogue 6 G 3: Effective public service framework for service delivery No new data available: From Afrobarometer; –High satisfaction in education and health (81% and 64% respectively) –Water supply remains a challenge (42%) Current data to be obtained from Afrobarometer and VoP 2012 G4: Rights of poor and vulnerable protected –Cases pending declined: 26% (‘09)-23%(‘08) –Prisoners declined: 40,066 (‘08)-37,421 (‘11) Though prisoners population still exceeds capacity –Less than 23% of juveniles are in juvenile remand homes

27th January 2012 National Policy Dialogue 7 G5: Reduction of political and social exclusion and intolerance Complains received by CHRGG decreased from 4,948 (‘06/07)-1,355 (‘10/11) –Much of the decrease associated with luck of awareness G6: Improve personal and material security Average No of inmates in detention facilities improving –Still prisons population is 145% of authorised capacity

G6: Improve personal and material security (cont) # of criminal cases reported fluctuated significantly –Crime reported by police different from crime cases reported in courts Could police handle crime cases? Sexual abuse –Among women increased recently Awareness increase may have contributed to trend –Among children still high for both girls and boys –Overall, 33% of all women years experienced violence act BUT, More than 50% of male justifies beating of wife 27th January 2012 National Policy Dialogue 8

Conclusions and Policy Implication Principles of democracy, transparent and accountability enhanced –Simplification in documentation necessary Taxation and regulation in procurement improving Need to bridge entity disparities Efforts to fight corruption needs speed up Need to speed up settlement of cases as well as to improve capacity of prisons The rights of children and women be protected 27th January 2012 National Policy Dialogue 9
