4 Restoration of Core Government Functions – Local Governance – Civil Service – Aid Management – Center of Government Objective: Assist government institutions in the aftermath of a crisis (conflict and/or disaster) to immediately reinforce the core functionality of national and local government institutions and systems to operate throughout the crisis and to strengthen their capacities to respond more effectively to future ones.

7 Social Cohesion Conflict Analysis- as a joint effort with humanitarian partners Mainstreaming of Do No Harm principles in humanitarian action (development of DNH checklists) Mainstreaming CS and SC in all ER interventions and through the work of other clusters Capacity building of key stakeholders and actors in the recovery process on: Conflict analysis/Conflict sensitivity Collaborative leadership Collaborative dialogue, negotiation and mediation Support to dialogue mechanisms and structures (national and local levels) Formal/informal dialogue on recovery priorities Formal/informal dialogue on consequences and impact of crisis Grievance handling mechanism Promotion of Inclusive procedures and processes Initial efforts towards reconciliation Media and Advocacy Social accountability

8 Rule of Law - Community security Basic equipment for police stations, courts, government attorney and prisons in all areas (including disaster and conflict-affected areas and in areas hosting IDPs). Measures to reinforce community security and engaging with local police [Consider Human Rights Due Diligence Policy –HRDDP] Measures to support mediation services and alternative dispute resolution –informal mechanisms in the aftermath of crisis play a critical role in contributing to social cohesion and stability Repair or reconstruction of database, prisons and detention facilities, and where relevant, provide short-term food and medical assistance to detainees.

9 Rule of Law - Access to justice Extra measures to support courts. Repair or reconstruction of damaged Court and facilities, and where relevant, support the creation of temporary and/or mobile Courts. Legal aid services especially in affected remote/hard to reach areas for justice services. Specific focus on the loss of legal documentation of land and/or property, civil registration, loss of IDs. Specific support to CSOs with rental subsidies, small repairs etc. to remain operational and access affected communities such as IDPs Legal aid and assistance to affected population in matters related to family law and property, especially to women and vulnerable groups including on SGBV.

10 Rule of Law - Human Rights and IHL violations In partnership with specialized agencies (OHCHR, UNHCR etc.) support and capacity development of: civil society and national human rights institutions to document and compile data concerning human rights and IHL violations civil society and national human rights institutions to ensure accountability and anti-corruption mechanisms associated to the recovery process are monitored Without consolidating respect for human rights and the capacity to prevent violations in national institutions, all the efforts exerted during early recovery will be wasted.
