3 A student will be awarded a regular diploma if he/she meets the full set of academic content standards and requirements for essential skills without modifications.

 Beginning in 2012, students must demonstrate proficiency in the following Essential Skills with or without accommodations: ◦ Read and comprehend a variety of text (beginning 2012); ◦ Write clearly and accurately; (beginning 2013); and, ◦ Apply mathematics in a variety of settings (beginning 2014). 5

 Students who have demonstrated the inability to meet the full set of academic content standards for a high school diploma even with reasonable accommodations.

◦ A documented history of an inability to maintain grade level achievement due to significant learning and instructional barriers**; --or-- ◦ A documented history of a medical condition that creates a barrier to achievement. 8 Cannot deny a student the opportunity to pursue a regular diploma for the sole reason that the student has the documented history.

 Award a modified diploma to a student only upon the consent of the parent, guardian.  Must receive the consent in writing and during the school year in which the modified diploma is awarded.  Students must have access to the appropriate resources to achieve a modified diploma at each high school in the school district. 9 December 2009Oregon Department of Education

 Notification: Beginning in grade five, SD shall annually provide information to the parents of a student taking an alternate assessment of the availability and requirements of a modified diploma.  Effective Date: On or after July 1, only award a modified diploma to a student who meets the eligibility criteria in OAR

 General Criteria: All students enrolled in the 9 th grade after July 2007 must meet all the State’s criteria for a modified diploma.  Units of Credit: Students enrolled in the 9 th grade prior to July 2007 (primarily juniors and seniors), may receive a modified diploma based on the school district’s units of credit (14)(b) 11

 Ensure that students have access to the appropriate resources to achieve a modified diploma at each high school  Essential Skills 12

 Beginning in 2012, students must demonstrate proficiency in the following Essential Skills with or without accommodations: ◦ Read and comprehend a variety of text (beginning 2012); ◦ Write clearly and accurately; (beginning 2013); and, ◦ Apply mathematics in a variety of settings (beginning 2014). 13

Modifications, are changes to the achievement level, construct, or measured outcome of an assessment.  IEP/school team may adjust administration of the assessment and/or the assessment’s achievement standard.  EXAMPLES:  IEP team could decide that successful demonstration would be a 220 on the OAKS Reading instead of reg. cut score of a 236,  require a student to get a minimum score of 9 on each work sample instead of minimum of 12 for a regular work sample. 14

For students on IEPS or 504 Plans:  Modified work samples or OAKS assessments consistent with student’s IEP or 504 Plan.  Modifications in compliance with OAR : Administration of State Tests.  Modified OAKS assessments will remain invalid for purposes of school and district accountability.  15

For students NOT on an IEP or a 504 Plan:  Modifications only to work samples consistent with modifications during instruction.  Assessed in the year in which the work sample is administered.  These modifications must be approved in advance by the student’s school team responsible for monitoring the student’s progress.  Students who are not on an IEP or a 504 Plan may not receive a modified OAKS assessment.  16

Extended Diploma

 Students who have demonstrated the inability to meet the full set of academic content standards for a high school diploma with reasonable modifications and accommodations. Extended Diploma

 Inability to maintain grade level achievement, or….  Medical condition, AND  Alternate assessment, or….  Serious illness or injury after grade eight 19 Extended Diploma

 While in grade nine through completion of high school, complete 12 credits, which may not include more than 6 credits earned in a self- contained special education classroom and shall include: CourseCredits Mathematics2 English2 Science2 History, Geography, Economics or Civics 3 Health1 Physical Education1 Arts, or Second Language 1 20 Oregon Department of Education Extended Diploma

 Must have consent of the parent  Ensure access to appropriate resources to achieve an extended diploma at each high school in SD  By grade 5 provide information to parents of students taking alternate assessment, of availability of an extended diploma 21 Extended Diploma

 May not deny a student opportunity to pursue diploma with more stringent requirements for sole reason that student has documented history.  Make extended diplomas available to students during the school year. 22 Extended Diploma

Oregon Department of Education

 All School districts and public charter schools shall make an alternative certificate available to students who do not obtain the regular high school diploma, a modified diploma or an extended diploma. 24

 School districts or public charter schools shall define criteria for an alternative certificate 25 on

 Access to the appropriate resources at each high school in the school district.  Option of participating in the high school graduation ceremony with the members of their class receiving a high school diploma. 26

 Provide age appropriate and developmentally appropriate literacy instruction to all students until graduation.  Graduated is when the student receives a diploma, modified diploma, extended diploma or alternative certificate.  May provide literacy instruction after graduation. 27
