3  In June 2008, the State Board adopted requirements for the Oregon Diploma (581-022-1130)  In December 2009, the State Board adopted requirements for the:  Modified Diploma (581-022-1134)  Extended Diploma (581-022-1133  Alternative Certificate (581-022-1135)  In July 2011, the Legislature passed HB 2283 and HB 2285, which revise the Diploma Options 3

10 All School Districts and Public Charter Schools shall award a modified diploma to students who have:  Demonstrated the inability to meet the full set of academic content standards  Fulfilled all state requirements as described in this rule 10

11  A documented history of an inability to maintain grade level achievement due to significant learning and instructional barriers**; --or--  A documented history of a medical condition that creates a barrier to achievement. **This is a significant physical, cognitive or emotional barrier that impairs a student’s ability to maintain grade level achievement. 11

12  A school team shall decide which diploma the student will work toward.  The School District shall assign the team.  Award a modified diploma to a student only upon the consent of the parent/guardian or adult student  Must receive the consent in writing and during the school year in which the modified diploma is awarded. 12

13  Notification: ◦ Beginning in grade five, SD shall annually provide information to the parents of a student taking an alternate assessment of the availability of a modified diploma and the requirements for the modified diploma.  Decision: ◦ no earlier than the end of the 6th grade---no later than 2 years before student’s anticipated exit  Reverse decision: ◦ Made by school team or parent/adult student. 13

15 Beginning in 2012, students must demonstrate proficiency in the following Essential Skills with or without accommodations:  Read and comprehend a variety of text (beginning 2012);  Write clearly and accurately; (beginning 2013); and,  Apply mathematics in a variety of settings (beginning 2014). 15

16  Students on IEPs or 504 Plan:  Modified work samples or OAKS assessments  Consistent with student’s IEP/504 Plan  Invalid for accountability for AYP  Students not on an IEP or 504 Plan:  Work Samples  Consistent with instruction  NO modified OAKS assessment 16

17  To qualify for FSFA a student must:  Have a high school diploma  Have a recognized equivalent,  Pass an independently administered  ability-to-benefit test  USDE stated Oregon Modified Diploma does not meet the eligibility requirement.  Community Colleges -“Ability to Benefit” 17

19  Inability to maintain grade level achievement, or….  Medical condition, AND  Alternate assessment, or….  Serious illness or injury after grade eight 19

20  While in grade nine through completion of high school, complete 12 credits, which may not include more than 6 credits earned in a self-contained special education classroom and shall include: CourseCredits Mathematics2 English2 Science2 History, Geography, Economics or Civics 3 Health1 Physical Education1 Arts, or Second Language 1 20

21  Must have consent of the parent/guardian or adult student.  Ensure onsite access to appropriate resources to achieve an extended diploma at each high school in SD.  By grade 5 provide information to parents of students taking alternate assessment, of availability of an extended diploma. 21

23  All School districts and public charter schools shall make an alternative certificate available to students who do not obtain the regular high school diploma, a modified diploma or an extended diploma. 23

24  School districts or public charter schools shall  define criteria for an alternative certificate 24

25  Access to the appropriate on-site resources at each high school in the school district.  Option of participating in the high school graduation ceremony with the members of their class receiving a high school diploma. 25
