These measurement criteria allow the Unit SORTS Monitor to answer the following questions:  Does the unit have the equipment and supplies required?  Does the equipment work?  Is the unit properly manned?  Are unit personnel trained to do their jobs?  Can the unit respond on time to perform its stated mission?
