Rationale for Revision Align with Transformative Agenda protocols, supporting IASC guidance; and other generic humanitarian learning & development of recent years Incorporate experience and learning from nutrition cluster activity over last four years

Management & Reporting Contracted by SCUS Report to SCUS Emergency Nutrition Advisor and GNC Coordinator Regular meetings, and additional as required, for management purposes and to address queries for clarifications and support

Consultative Group 4-6 member Consultative Group to be established for technical oversight of the project (i.e. the structure and content of handbook) Monthly 60 minute calls over the period of the consultancy Availability for reasonable queries / clarifications between calls Endorsement of structure and content of handbook as proposed by consultants Review of draft of chapters and submission of consolidated feedback from CG and Reference Group/Peer Reviewers Requires up to days work over an 8 month period

Consultative Group To include 2-3 NCCs (could be an ex NCC) 1-2 SAG members (at least one UN agency) 1-2 agencies that host RRTs or who are NGO cluster co-leads in country Criteria – familiarity with the role of the cluster coordinator / operational cluster partners TOR available to be shared with participants

Reference Group and Peer Review CG may create Reference Group – individuals with expertise in specific areas / issues to support certain sections/chapters CG may use Peer Reviewers to review chapter drafts and provide feedback

Planned schedule of work Phase 1a March to July Document Review of generic humanitarian materials (including relevant outputs from the Humanitarian Summit in May) nutrition cluster specific materials Consultation on required content -NCCs -NCPs -GNC-Coordinator/ CT -Other cluster coordinators (on inter-cluster issues) Agree structure of handbook and content of each chapter (with CG and GNC-CT )

Planned schedule of work Phase 1b July to October Write first draft of chapters in line with agreed outline and content Seek out examples of good practice as required

Planned schedule of work Phase 2 October to December Review of chapters (by CG and other key experts – Reference Group/ Peer Reviewers) using feedback framework Second draft of chapters incorporating feedback from review – and ensuring cross referencing across chapters
