1 . Results of the Consultation on the Handbook on Measuring Quality of Employment A Statistical Framework Conference of European Statisticians June 2015

2 Consultation in December 2014 General comments 36 countries and 2 organisations replied. Responses stated that the Handbook: – Is comprehensive and covers relevant aspects of quality of employment – Will provide useful practical guidance to National Statistics Offices – Has an informative, clear and coherent structure – Will assist countries in developing policies to improve quality of employment All responding countries and organisations were in favour of the CES adopting the Handbook

3 Consultation in December 2014 Specific comments Comments and proposals for the statistical framework and the indicator sheets were received and incorporated. The main changes were: – The definition of quality of employment was further specified – The importance and role of context information was clarified – Text was added to address the comments about the use of subjective indicators – A number of technical details were clarified in the indicator sheets

4 Consultation in December 2014 Topics for Future Work and Research Many proposals were received and incorporated, including: – Developing further indicators regarding physical working conditions (e.g. equipment, use of information technology, physical space, etc.) – Measures of employment mobility within and across employers – Treatment of emerging types of employment contracts – Exploring the need to add an indicator on work engagement – Consideration of facilities made available by the employer (e.g. canteen, medical center, kindergarten) – Further analysis of how the indicators relate to measures of job satisfaction A number of countries and organizations expressed interest in participating in future work, including Canada, Finland, Germany, Israel, Italy, the United States, Switzerland, Eurostat, OECD and ILO.

5 Proposal for the Conference The Conference is invited to: – Endorse the proposed Handbook on Measuring Quality of Employment, A Statistical Framework, subject to the comments made – Ask the Bureau to consider following up on the proposed topics for future work and research, potentially by organizing future expert group meetings on measuring quality of employment
