 What is the Planning and Development Code?  What is Zoning?  The City’s Role in reviewing development projects  How to use the Planning and Development Code

 City’s “Zoning Code”  Primary tool used by the city to carry out the General Plan.  Regulations concerning the “permissible uses, prohibited uses, required setbacks, open space, parking regulations, building heights, and density”.  Establishes type and level of review for project

 Divides cities into districts (zones)  Enabled by State Law  Adopted by Ordinance  Must be consistent with General Plan

 Agriculture and Open Space  Single-Unit and Duplex Dwellings  Multi-Unit Dwellings  Residential Mixed Use  Commercial, Office, and Mixed Use  Industrial and Manufacturing  Miscellaneous

An “Entitlement” is a project request that requires discretionary review and approval.  Site Plan and Design Review  General Plan Amendments  PUD Schematic Plan  Rezone  Conditional Use Permit  Tentative Map  Variance

Director Staff Review (7 Day Reconsideration) Commission (Hearing) o Preservation Commission o Planning and Design Commission o Preservation Director o Design Director o Zoning Administrator o Planning Director Directors can elevate a project to next review level Director Review (Hearing) City Council (Hearing)

 Application received at Public Counter  Application reviewed and assigned to Planner  Planner routes project to: internal/ external agencies and Neighborhood Associations  Scheduled and noticed for Public Hearing (unless staff level review)  Complete Record of Decision  Plan Check project during building permit process (Inspect all commercial projects)
