Transport Expert Panel

Agenda 10:30 – 11:00Aviation Chapter: Correction of emission allocation, input from Eurocontrol 11:15 – 11:35Coffee Break 11: :50Metals in the exhaust / metals in the fuel 11:50 – 11:55Metals table in the non-road chapter 11: :10Capacity building - transport 12:10 – 12:30Update on current research projects (ERMES, Copert Uncertainty, navigation chapter) 12: :45Working ways, Maintenance and Improvement Plan, Transport Work Plan

Guidebook Chapters Editorial changes were accepted –Aviation definitions and one reference –Non road units correction for HMs Tier 1 –(Corrections within the week) More substantial changes in technical items were identified (next versions) Authorship NEEDS to be included (Dublin decisions)

Capacity Building Need for capacity building in transport was identified (ref. St. Petersburg’s workshop) The panel has the expertise and is willing to assist (workshops, twinning activities, …), provided that funds become available Urges EEA and JRC to look for funding options When information from international bodies is collected (e.g. EUROCONTROL), EECCA countries should be considered

Maintenance and Improvement Plan – 1(2) An extensive list of projects is running leading to future guidebook improvements –Uncertainty/sensitivity analysis of Tier 3 methodology –Links to ERMES (European Research group on Mobile Emission Sources) activities –Metals in the fuel / metals in the exhaust –Navigation Tier 3 updates –Non-road mobile EFs for new technologies –…

Maintenance and Improvement Plan - 2 Several other areas of improvement identified –CO2 / efficiency improvement for new vehicles –New technologies (electric, hybrids, flexi- fuel…) –Non-regulated pollutants and non-CO2 GHGs

EFDB (Decision of Milan Meeting) Not necessary because –Library-type of EFDB not useful as million of measurements exist, refinement (methodologies) are necessary before using them; –Tier 3 is the relevant method, models exist, countries use them; –It is not enough for cross-checking (oversimplification); –It requires additional maintenance and work; –Complicated and time-consuming ‘approval’ procedure
