LDS Incident Command Structure

Health Department Operations Center Logistics Section Chief Responsible for overall Strategic National Stockpile (SNS) materiel distribution to POD sites during a health emergency Position is part of Health Department Operations Center (DOC) Incident Command Reports to DOC Incident Commander

Health Department Operations Center LDS Unit Lead Link between the Local Distribution Site and the Health Department Operations Center Part of DOC command structure LDS Supervisor reports to the LDS Unit Lead Reports to the DOC Logistics Section Chief

What is a LDS Core Management Team (CMT)? People who are key to managing a distribution site Vital to getting a distribution site activated and operational Trains LDS volunteer staff with no previous training with Just in Time training

LDS Supervisor Overall responsibility for activating and operating the LDS Site Position usually would be filled by a health department employee Responsible for maintaining contact with the DOC and providing information for planning purposes Reports to the LDS Unit Lead at the DOC Responsible for giving staff just-in-time training

LDS Assistant Supervisor Reports to and assists the LDS Supervisor as requested Acts as backup to the LDS Supervisor Manages the LDS Leads Position usually would be filled by a health department employee

LDS Administrative Representative Responsible for registering all LDS staff Maintains all LDS registration and sign-in and sign-out forms of staff Responsible for collecting and organizing all paper work generated at the LDS Site

Core Management Team Support Staff

Who are the LDS Support Staff? Point of Dispensing (POD) Liaison LDS IT- Communications LDS Security Coordinator LDS Facility Manager LDS Safety Coordinator LDS Medical Professional

POD Liaison LDS contact for all PODs within LDS delivery zone Assists with any POD issues dealing with the delivery of medical supplies or medicine Will work with LDS Supervisor to correct any problems

LDS IT-Communications Tech LDS Support Staff responsible for setting up reliable communications to POD Sites and then DOC Assists staff with set up and manages any electronic equipment such as faxes, copiers, servers, etc. Reports to the LDS Supervisor

LDS Security Coordinator Directs and manages all security both inside and outside at the LDS Normally would be filled by law enforcement personnel Performs initial security site assessment Works with LDS Supervisor

Security Staff Assists the LDS Security Coordinator Probably not law enforcement, but background or experience in security Acts as extra set of eyes and ears for LDS Security Coordinator

Quality Control Oversees the entire LDS operation to verify quality standards are maintained Points out any observed quality issues to the appropriate group lead. Lets the POD Supervisor know of any unresolved or serious quality control issues. Reports to the Health Department Operations Center LDS Unit Lead

LDS Facility Manager Ensures resources in the building are fully utilized for LDS site Usually the normal day to day building manager Works with LDS Supervisor

LDS Safety Coordinator Ensures safety issues are corrected in a timely manner Responsible for giving Just-in-Time Safety Training Makes sure LDS staff have required personal protective equipment (PPE)

Who are the LDS Lead Staff? Receiving and Shipping Lead Inventory Lead Pick Lead

Shipping and Receiving Group

Shipping and Receiving Lead Coordinates all SNS supplies deliveries into and out of the LDS Manages all Loaders and Un-loaders Oversees Dispatcher and Delivery Drivers Ensures everyone operating vehicles or equipment requiring licenses have a current and applicable license.

POD Delivery Scheduler Responsible for scheduling deliveries to PODs Prepares delivery reports for LDS Supervisor to report to the DOC Works with POD Liaison to exchange information and give estimated delivery time for supplies Generates loading list for loaders and delivery driver (first supplies in are last out)

Loaders/Un-Loaders Responsible for removing and staging shipments from SNS trucks Qualified (as required)on any equipment used to unload supplies (i.e. fork truck, pallet jack…) Load all deliveries in delivery vehicles per POD Delivery Scheduler (first in is last out)

Delivery Dispatcher Maintains contact with Delivery Drivers Assists Delivery Drivers with directions and issues in the field Collects all paperwork from Delivery Drivers and forwards to Shipping and Receiving Lead to review

Delivery Drivers Deliver medicine and supplies to POD Sites in accordance with POD Delivery List Ensure Chain of Custody is signed by POD Site Medical Professional Pick up unused leftover SNS supplies May pick up sharpie containers and other medical waste after POD deactivation.

Inventory Group

Inventory Lead Oversees inventory control of all SNS supplies entering and leaving the LDS location. Ensures the LDS Supervisor is kept appraised of all inventory discrepancies Keeps track of all inventory on a LDS Inventory Sheet

Inventory Clerks Assists the Inventory Lead as needed Counts all SNS being delivered and records on a LDS Inventory Sheet Tracks and records all medicines and medical supplies leaving the site on LDS Inventory Sheet

Pick/Repackaging Group

Pick Lead Fills out a Pick List sheet for Re-packagers to use. Coordinates the repackaging of SNS supplies for POD delivery Manages the Re-packagers Forwards copy of Pick List Sheets to Inventory Lead

Re-packagers Unpacks Strategic National Stockpile Supplies and repackages for delivery to POD sites Verifies containers are filled per the Pick List Sheet Identifies POD name and destination on each container Gives original Pick List sheet to Pick Lead and places copy of Pick list with POD delivery Reports to the Pick Lead
