State of play Historically, little EU funding for TB & HIV projects in EECA Health not identified as a key focal sector for cooperation by governments Co-financing of health is not prioritised by government Local stakeholders often unaware Donors are withdrawing support in the region

EU Funding 101 – how does it work? Annual EU budget according to Multiannual Financial Framework (MFF) Current MFF November 2013 (covers 2014 – 2020) Many different financial instruments - for EU member state AND non-member states In every country, programming occurs before every budget cycle ( ) Next budget period Co-financing doesn’t have to be a hurdle – Consortia of NGOs can apply.

Cohesion policy – how to address health inequalities through structural funds Fund can be used to reduce disparities and develop poorer regions, including access to healthcare and increase health systems capacity. E.g. Romania million for from structural funds, of which 50 million to fight TB. TIPS – CS advocate for health during programming. Prepare briefings for officials, be proactive and network. Contact managing authority. Build coalitions to apply for funding. EU member states only Examples of structural funds: European Social Fund, European Regional Development Fund, Cohesion Fund

Enlargement policy – supporting health in candidate and potential candidate countries Fund can be used to support the adoption and implementation of EU law, prior to joining the EU. E.g. Preventing HIV transmission and drug abuse in Kosovo and Macedonia. Establish cross border partnership TIPS – Look at opportunities in health related sectors. Extra IPA budget may be available. Organise a broader meeting with Civil Society and EU officials Albania, The Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey, Bosnia and Herzegovina and Kosovo Example of Fund: Instrument of pre-accession (IPA)

European Neighbourhood Instrument – protecting health in Eastern neighbourhood Wide range of health interventions can be financed – HIV, TB, harm reduction and civil society capacity building. E.g. All Ukrainian network of people living with HIV/AIDS awarded grant for improving the quality of services for people living with HIV. TIPS – Monitor the website of the EU delegation in your country and search for calls for proposals. Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine Example of Fund: European Neighbourhood Instrument (ENI) & Neighbourhood Civil Society Facility.

Development Cooperation policy– protecting health in Eastern neighbourhood Direct (bilateral) support to countries. E.g. Kyrgyzstan received 2.5 million for a prison reform project to promote healthier living environment in prisons. (DCI) E.g. Regional DCI funds to build NGO capacity for access to HIV prevention, treatment and care in Eastern Europe. (DCI thematic programme) TIPS –. Check country strategy paper if health has been included. Be ready for calls for proposals. Training by TASCO.
