2 Public contract and grants: the difference As a general rule, the difference between a public contract and a grant is this one: In the case of a contract the Commission obtains a product or service in return for payment In the case of a grant it makes a contribution either to a project or organisation because its activities contribute to the policy aims of the EU.

3 Main Objectives to improve the knowledge and experience of the experts involved in the Civil Protection Mechanism to enable experts to attend specific activities not available in their own country to enable experts to give specific courses in an host country

4 Expected results Experts have experience and direct knowledge of similar responsibilities under different national systems; they are familiar with various techniques and approaches used by other emergency services, with modules and the 112 call centres

5 Type of activity Design, organisation, promotion and monitoring of a system of exchange and short-term placement of experts Target: 450- 500 experts exchanged, of which up to 75 from eligible third countries

6 Target group Experts working in operation centres Experts to take part in EU missions Experts in CBRN defence Experts in prevention and preparedness Experts in risk assessment Type of organisations concerned: All EU Civil Protection professionals, volunteers, institutions, GO/NGOs

7 Eligible countries Participants coming from EU 28 EEA countries: Iceland, Lichtenstein, Norway Experts from European Neighbourhood Policy countries and enlargement countries not participating in the Mechanism Albania, Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey and "Kosovo" (This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence). Eastern Neighbourhood countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine Southern Neighbourhood countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia

8 Main activities to be carried out Website with online registration Guidelines and forms for the applications Promotional activities and contacts with relevant partners (brochures, leaflets) Management of exchanges Communication with COM, participating states and participants

9 How to proceed – steps to be taken Registration on the webpage Selection and approval by the National Training Coordinator Evaluation by the exchange manager Placement proposal Approval by COM Exchange taking place in selected country and organisation Evaluation of exchange

11 Budget available Indicative amount: 900.000EUR for the participating States to the Mechanism (EU+EEA) 200.000 for experts from ENP and enlargement countries not participating in the Mechanism
