IAEA 2 Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety: Status of the first life cycle Response completed (6 Months from January 2010/ June 2010) Analysis completed (Six (6) months from June 2010/ December 2010) Action plan completed (June 2013) Scope of Self-Assessment: o Legislative and Governmental Responsibilities o Responsibilities and Functions of the Regulatory Body o Organization of the Regulatory Body o Activities of the Regulatory Body Authorization o Activities of the Regulatory Review and Assessment o Activities of the Regulatory Body Inspection and Enforcement o Activities of the Regulatory Body Development of Regulations and Guides o Management System for the Regulatory Body RAF9038 Final Coordination Meeting

IAEA 3 Challenges: Management commitment NNRA Management has given its full support for the SAT implementation Training / understanding 85 NNRA staff have been trained on SAT both within and outside the country from a total of about 600 staff. Personnel 600 staff and only 85 trained on SAT so far RAF9038 Final Coordination Meeting

IAEA 4 Challenges: Time Time allocated for the SAT Cycle by IAEA is too short as staff have to combine the assignments with other duties Technical (software, question-sets, etc.) Software were all acquired by NNRA and they do need modifications External (i.e. cooperation from other organizations, etc.) Nigerian Union of Journalists Operators of medical and oil and gas facilities National Emergency Management Agency (NEMA) RAF9038 Final Coordination Meeting

IAEA 5 Project outputs and outcomes: Findings (explain during your presentation) Benefits (explain during your presentation) Examples of added-value to the organisation NTC for Regulators has enhance the operational efficiency of the staff of the Department of Authorization and Enforcement in NNRA and also The Training Workshop for Journalist contributed greatly in enhancing reporting on nuclear safety and radiological regulation matters to the Nigerian public Notable outcomes NNRA was able to discovered many of its short comings and as a result many standard working documents were developed and approved by the Management The number of activities and authorizations in NNRA have greatly improved as a result of the SA Lessons learned SAT exposed and corrected most of the inefficiency and lack of standard procedures in the NNRA Others RAF9038 Final Coordination Meeting

IAEA 6 Improvements to regulatory infrastructure: Implementation of improvements to the regulatory framework – progress Through SAT NNRA was able to develop and establish: more regulations, many operation manuals, authorization procedure, inspection protocol and checklists, quality management unit, Staff have individual schedules of duties, etc Changes made in activities / organisation / functioning of the Regulatory Body Audit inspection is added as a major inspection, Enforcement action is more frequent, Engagement of licensees is more frequent, etc Results of actions implemented to date Improved compliance by licensees, Less duration for authorization, More facilities captured and authorized, etc Improvements planned More oversight function in the area of mining and security of RS, e-licensing RAF9038 Final Coordination Meeting

IAEA Other project benefits: Training courses IAEA Regional Training Courses (RTC) on Self Assessment Tool (SAT) for Anglophone countries, Abuja, Nigeria, June Meetings 1 st, 2 nd and 3 rd Project Coordination Meetings Regional Experience Exchange Meeting on the Self-Assessment Exercise, Niamey, Niger, 29 August - 2 September RAF9038 Final Coordination Meeting

IAEA 8 Relevant observations: Notable good practices to be shared with all participating States Development of Guides, workplans, survey of RS etc Areas of common concern to be addressed in other similar projects Inter-regional cooperation, exchange of experts, etc Next steps Extension of the Project RAF9038 Final Coordination Meeting

IAEA 9 Thank you RAF9038 Final Coordination Meeting
