Lesson Objectives  Identify what required forms, placards, and notices should be posted on a Float Trip Vessel  Identify types of documents and certificates that should be found aboard the vessel.  Articulate what type of log book and maintenance logs are required. PQS Tasks Covered: :FP01, CD01, CD02, CD03, CD04

First, a little bit of background… USCG Policy regarding white-water rafting: “ Officers in Charge of Marine Inspection (OCMIs) shall not conduct inspections off, or license personnel operating self-propelled or non-self-propelled white water rafts [i.e. commercial river running activities, motor rigs, float trip vessels] on the navigable waters of the United States.” But wait!. Isn’t the Coast Guard interested in making sure that safety standards are applied and adhered to on commercial river running vessels?

USCG partnering with NPS USCG – NPS Memorandum of Agreement: Establishes cooperative relationship between USCG and NPS to establish inspection standards & support for NPS personnel conducting inspections of motor rigs.  USCG Sector San Diego conducted similar training in 2006 and 2012 for NPS and in 2008 for Utah State Parks Parks  Developed safety standards for motor rigs  Published training guidelines for NPS & USP employees  Implemented an inspection regime for concessioned motor rig operators  Standards embraced by concessioned operators.

Vessel Documents  Statement of Inspection  Shall be kept on board  State registration  Indicates vessels official number  Statement of Operational Suitability  A copy shall be carried on board

Reporting Marine Casualties  A marine casualty or accident = events caused by or involving a vessel, includes:  Any fall overboard, injury, or loss of life  Grounding  Flooding  Allision  Collision  Fire

Marine Casualty continued  Explosion  Reduction or loss of power  And all others listed under 46 CFR  In the event there is a Marine Casualty a NPS form for reporting such will need to be filled out.  The NPS  Coast Guard if medical treatment goes beyond first aid and/ or damage to the vessel from collision, allision or grounding exceeds $25k

Records and Logs  Types of logs and record books should include:  Training log  Lifesaving maintenance records  Operational records

Training Log: 46 CFR  Training records should include:  Fire  Abandon Ship  Man overboard  Log who was in attendance  Completed every 3 months

Lifesaving Maintenance records  Frequency of equipment checks  Amount match what is indicated on SOC  Maintenance should be carried out monthly

Operational Records  Underway time  Number of passengers  Voyage description
