5 Digital PAMR Market Opportunity The EU PMR/PAMR addressable market is c.20m workers. 5m users are currently served by analogue PMR/PAMR networks Many members of the addressable market use GSM (absence of more suitable competitive offerings) Many PMR networks have limited remaining lifetimes, no longer meet user needs, and are expensive Many existing PMR customers would consider migration onto a PAMR-type network that offers an integrated voice and data solution A large market exists to provide digital PAMR services to professional users that is not currently well served by existing systems

6 What is wideband PMR/PAMR? ITU and ECC Strategic Plan definition of Wideband digital systems: those of several 100 kbit/s Required to deliver a whole new class of additional services and flexible solutions to meet professional users’ needs Systems for wideband applications are under development in various standards organizations, such as ETSI and TIA Two systems have been developed to date: –TETRA2 (TAPS) based on mature GSM/GPRS/EDGE standards –CDMA-PAMR based on mature CDMA standards.

8 Demand for Wideband PMR/PAMR services The trend to using increasingly data intensive applications on fixed-line networks will continue to be mirrored in the wireless world Blue/grey collar business interest in mobile data services has grown strongly in recent years A range of efficiency enhancing mobile applications are being demanded for blue/grey collar workforces Many of the applications for the blue/grey collars operate most effectively on a wideband bearer Current PMR/PAMR users foresee an upsurge in data usage. There is strong demand in the blue/grey collar sector for wideband radio services

9 Examples of Wideband PMR/PAMR services Security: video surveillance feed direct to guard’s handset Public transport: panic button-enabled video transfer of incidents, passenger information, etc. Construction/Engineering: remote access to plans and drawings Fleet management: real-time, precise track & trace combined with voice/data dispatch and remote monitoring Utilities: remote expert diagnosis of images from plant and machinery, pipelines, etc. Health: remote monitoring of vital statistics

12 Wideband PMR/PAMR systems TETRA2 TAPS Supplementary data-only overlay to narrowband TETRA CDMA-PAMR Supports wide range of integrated PMR/PAMR voice and data services (comparable to a combination of TETRA and TETRA 2 (TAPS)): –Push-to-talk voice –Group calls –Dispatch services –Prioritization and queuing –Packet data / IP services –Simultaneous voice and data –Dynamic group management –Over-the-air reprogramming of terminals –Location services

13 TETRA2 TAPS spectrum usage (example) Minimum roll-out requires around 12 2x200kHz carriers (2 x 2.4MHz) to provide initial layer for control channel (BCCH) + 7 timeslots/cell for traffic Guard bands require 100 kHz either side (as established in draft ECC Report) Additional 2x200kHz carriers to provide additional capacity System with 2 GSM/EDGE carriers per cell expected to require around 2 x 3.8 MHz, including 6 additional carriers for second layer (with tighter reuse and/or fractional use of carriers) 3.6 MHz kHz carriers Narrowband Channels 100 kHz Guard Band 100 kHz Guard Band Narrowband Channels Approx 3.8 MHz

14 CDMA-PAMR spectrum usage (example) Minimum roll-out requires 2 x 1.25MHz for initial CDMA carrier (same frequency used in every cell) - provides voice channels Early results within SE7 indicate c.200 kHz will be required for guard bands Additional 2 x 1.25MHz per additional CDMA carrier 2 CDMA carriers plus guard bands will require around 2 x 3 MHz 1.25 MHz CDMA Carrier #1 Narrowband Channels Guard Band Narrowband Channels 1.25 MHz CDMA Carrier #2 Approx 3 MHz

16 Round Up PAMR is an important mobile market segment PAMR users are increasingly demanding wideband Wideband system standardisation and development well advanced Two system choices today: TETRA2(TAPS) and CDMA-PAMR Broadly similar initial spectrum requirements (c. 2x3 MHz) Spectrum management needs to be flexible and open to accommodate all users and systems based on market demand In-band migration of PAMR operators further mitigates spectrum usage Market development will confirm future spectrum needs CEPT (Strategic Plan and ECC Decisions) and NRAs have incorporated this approach in their spectrum management policies
