1. General Introduction to The 12th FYP

1.1 The Purpose of the 12th FYP The 12th FYP highlights the national strategic intentions, specifies priorities of government work, and guides the behaviors of market entities. For the next five years in China, the 12th FYP is a magnificent blueprint for economic and social development, an action program for all ethnic groups of the nation, and an important basis for the government to perform its functions of economic adjustment, market regulation, social administration and public service provision.

1.2 The Central Theme of the 12 th FYP: Scientific Outlook on Development. Definition : Takes development as its essence, putting people first as its core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach. —— Report of the 17th National Congress of the CPC , 2007 Five basic requirements, among which establishment of resources-conserving and environment-friendly society is the key point of strength. More specifically, this requirement is referred to as 1 , deeply applying the basic national policy of resources conservation and environmental protection ; 2 , saving energy ; 3 , reducing emissions intensity of greenhouse gases, ; 4 , developing circular economy ; 5 , promoting low-carbon technology ; 6 , actively responding to global climate change ; 7 , advancing the economic and social development in harmony with population, resources and environment, and taking the road of sustainable development.

3. Prospects for China Resources Conservation and Environmental Protection

The Chinese government has decided to seriously change the economic development ways, and resources conservation and environmental protection will be attached great importance. The policy formulation in China with respect to resources conservation and environmental protection has progressed towards a more scientific approach, which will guide the formulation of more specific policies and regulations in the future. The Chinese government is taking the climate change issue seriously. Various approaches are to be applied to assist the achievement of the obligatory targets.
