Physician Assistant Training in Primary Care Purpose To meet the costs of projects to plan, develop, and operate or maintain programs for the training of physician assistants and for the training of individuals who will teach in programs to provide training of physician assistants. Eligibility Public or nonprofit private hospitals, public or nonprofit private schools of allopathic or osteopathic medicine, or public or nonprofit private entities.

Affordable Care Act (ACA) Changes The ACA under section 799B of the Public Health Service Act now defines a “Physician Assistant Education Program” as an educational program in a public or private institution in a State that: Has as its objective the education of individuals who, upon completion of their studies in the program, will be qualified to provide primary care medical services with the supervision of a physician; and Is accredited by the Accreditation Review Commission on Education for the Physician Assistant.

Affordable Care Act (ACA) Changes The Authorization changed the length of the project period from 3 years to 5 years 15% of the amount appropriated for the Primary Care Training Programs is now allocated to the Physician Assistant Training Program. The ACA also added the Interdisciplinary and Interprofessional Joint Degree Program

Joint Degree Program Purpose Provide interdisciplinary and interprofessional graduate training in public health and other health professions to provide training in environmental health, infectious disease control, disease prevention and health promotion, epidemiological studies and injury control.

Grant-Writing Tips The Idea (Objectives) Can you state what you want to do in educational terms? Does it relate to the training of PA students, operating a PA program, or faculty development for people who plan to teach?

Clearly state your objectives and how they relate to the training of physician assistant students.

Grant-Writing Tips Do your objectives meet the purpose of the program area? Does your program meet all eligibility requirements? Does your program operate in ambulatory care and/or community-based training settings?

Grant-Writing Tips Why do you want to accomplish these objectives (Rationale)? Did your institution have a recent accreditation review that now requires you to make some corrections? Are there emerging topics in medical education that you want to incorporate into your curriculum? Do your faculty need training to teach your proposed curriculum?

Grant-Writing Tips Can you justify the need for this activity? (Literature Review and Needs Assessment) How do you plan to accomplish the activity (methodology)? Can the objectives be accomplished in five years?

Grant-Writing Tips What obstacles may prevent you from accomplishing the objectives or make it difficult to complete the objectives (Barriers)? – Recruitment of students to participate? How will you overcome these obstacles? – Will you move courses to another year?

Grant-Writing Tips Who will be responsible for accomplishing the objectives? – Do you have faculty with experience and expertise? How will you know you have accomplished the objectives? (Evaluative Strategies) What resources do you need to accomplish the objectives? (Budget Request)

Funding Priorities Applicants must provide the requested information in a Funding Priority Request section of the grant application, and it must be made clear that a priority is being requested.

Funding Priorities Innovative approaches to clinical teaching Record of training providers who enter and remain in Primary Care Record of training individuals who are from underrepresented minority groups, or rural, or disadvantaged background Provide training in the care of vulnerable populations

Funding Priorities Establish Formal Relationships and submit joint applications with FQHC’s, rural health clinics, and AHEC’s Interprofessional Integrated Care Cultural Competency and Health Literacy

Funding Preference A Funding Preference is the funding of a specific category or group of approved applications ahead of other categories or groups of applications. The Medically Underserved Community (MUC) Funding Preference is available for each program A MUC is defined as an urban or rural area or population that meets specific criteria listed in guidance. Sites that qualify as MUC practice sites are listed in the guidance.

Funding Rank Order Applicant # 193No3 Applicant # 285Yes1 Applicant # 380Yes2 The Secretary may not give an applicant preference if the application is ranked at or below the 20th percentile of applications that have been recommended for approval by peer review groups.

How to Apply The application process is divided into two phases: –Phase 1: Grants.gov: complete the Standard form SF 424, Project Summary/Abstract and the HHS Checklist. –HRSA will assign the application a tracking number. You will be notified by within 7-10 business days when your application is ready to complete in HRSA’s Electronic Handbooks (EHBs)

How to Apply Phase 2: After completing the Grants.gov portion of the application process, applicants will enter HRSA’s EHBs and complete the supplemental information. Supplemental information (project narrative and body of application) must be submitted via HRSA’s EHBs by the applicable due date.

Grant-Writing Tips Make it easy for reviewers to evaluate and assign points. Use a Checklist in your preparation. Letters of Commitment/Support should address specific points establishing familiarity of the proposal, shared values, and interest in the success of the project.

Grant-Writing Tips Format/Design should be consistent and readable when printed in black and white. Confirm clarity of the proposal by having someone else read and understand the message. Attention to preferences, priorities, methodology. Confirm inclusion of important pieces/schemes.

You must bear in mind that even if you have the best application, it may not be considered if you do not meet the specified submission deadlines.
