Working Group proposals in 2008: A long-term (2015) objective: Oulu Triple Helix University (= one administrator model for the two higher education institutions) A short-term objective: A new level through Oulu Triple Helix Alliance In 2008, a decision on a further strategic cooperation agreement, Oulu Innovation Alliance, was made with concrete main focus on innovation centers.

OIA results -> 2015 According to a research among heads of businesses, Oulu is the best city for supporting innovative operations OIA plays an important role in managing structural changes and business and trade renewal Examples of achievements:  in 2011 to 2015: The centres were granted approximately 50 MEUR of competed funding, 180 enterprises involved in project preparation, tens of start-ups  Start-up ecosystem second only to the Capital Region, higher education oriented entrepreneurship is increasing (BZkitchen)  Oulu Health: on national level in charge of Future Health INKA theme  Printocent: few enterprises on the brink of high-growth (up to several hundred employees in 2016)

OIA Development Plan In 2015, analysis for the agreement period of 2009 to 2015 and development plan for 2016 to 2020  Strategic cooperation and new framework agreement were considered very useful  In 2015 OIA Development Plan was drawn up for 2016 to 2020 The objective is to shift from research funding towards a business approach. The objective is to facilitate SME growth and new business opportunities. Enterprise involvement is sought after also in the OIA steering groups. The policy outlined in the development plan is proposed the content for the new OIA Framework Agreement.

Mutual mindset and strategic choices by the City of Oulu, University of Oulu, Oulu University of Applied Sciences (OAMK), Oulu Region Joint Authority for Education (Osekk), VTT Technical Research Centre of Finland, Oulu University Hospital, Luke Natural Resources Institute Finland, and Technopolis Plc. International Oulu is the fastest growing urban region in Finland and a first-rate location to expand your business transactions and start new ones. Oulu Innovative Alliance objectives for 2016 to 2020 are the following: Oulu attractiveness is enhanced by an innovative ecosystem boosting the establishment, development and internationalization of companies based in the state-of-art expertise. Change in the approach OIA to change from a co-financed organizer to an innovative ecosystem marketplace. OIA actors provide their services and skills. OIA introduces service providers and clients, in particular SMEs, to one another. These encounters will generate projects that engage the service providers’ experts in solving client needs. The project will be implemented through funding, which is a way of steering ultimate OIA results as well.

Why OIA Agreement? Joint strategic policy and consistent information flow and discussion are necessary. Joint effort will gain more effectiveness i.e. for protecting interests and receiving R&D&I funding. Objectives for joint action: 1.High-quality research and first-class ideas as well as product and service designs shall be commercialised, i.e. marketed and sold in the manner accessing customers not only in Finland but globally, too. 2.Innovations shall generate and enhance new businesses and trade, whether totally new startups, expanding current SMEs or new opportunities created by leaders. 3.The clients and residents shall be far more actively involved in testing, implementing, developing and creating products and services in the OIA network.
