Practical challenges: packaging and marketing Structural issues: the structure of enterprises intermediaries retaining and utilising of rights The objective: In order to harness the economic basis of cultural production and to increase culture’s contribution to the national economy, the added value of CCIs need to be enhanced. This calls for financing product development and marketing as well as strengthening the intermediary structure to ensure effective market access, to improve the negotiating position of the production companies and to secure rights

13 The opportunities of creative industries shall be fostered:
Cultural entrepreneurship and job creation will be supported and business opportunities fostered i.e. through product and service development. Responsible ministries: the Ministry of Employment and the Economy, the Ministry of Education and Culture Creative Economy in Work-life –project, which aims to build arts and culture based models and services in order to enhance employment and renew working life. 14 The feasibility of setting up a creative economy development organisation and a co-ordinating body among the relevant Ministries will be assessed.
