Community policing promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime.

The crime rate in Leadville has been up and down over the past few decades. The people of Leadville want and deserve a more peaceful environment as well as state of mind. Getting the community more actively involved may reduce the crime rates and present a united front against criminals.
Majority of the Leadville Community consists of retirees who were once public safety officers who now long for a quiet and serene atmosphere. Brings community members together to reestablish control of their neighborhood. Promotes an increased quality of life and reduces the crime rate in that area. Involving community members in watch programs decreases opportunities for criminals to commit crime rather than attempting to change their behavior or motivation.
Working relationship between the community and law enforcement officers. Focuses on observation and awareness as a means of preventing crime. Employs strategies that range from simply promoting social interaction and watching out for each other.
Located in areas that contained high percentages of single family homes, little or no commercial establishments, and residents who lived in their homes for at least five years. Most programs use street signs to show the presence of the program to potentially deter any would be criminals. Neighborhood Watch Programs are a an effective means of crime control and neighborhood cohesiveness.
