2 Community and partnership
A partnership is an arrangement where parties, known as partners, agree to cooperate to advance their mutual interest. The partners in a partnership may be individuals, businesses, interest-based organizations, schools, governments or combinations. Community-the people living in one particular area or people who are considered as unit because of their common interests, social group, or nationality. When we put this together we get a method of policing in which a police force works together with the local community to reduce crime. This is strategy for fostering trust in a community in the effort to enhance crime prevention, in which officers hold regular meeting whit community organizations and patrol on foot or on bikes to develop personal relationships with citizens. 3 Community Policing Community Policing is a philosophy and a strategy based on a partnership and the interactions with law enforcement and the community. Community policing creates partneships between law enforcement agency and other organisations like government agencies,community members,nonprofit service providers ,private buisnesses and the media.The media presents a powerful pattern by which thepolice can communicate with thwe comunity.Community policing recognizes that police cannot solve every public safety problem alone,so interactive partnerships are created.The policing uses the public for developing problem- solving solutions. 4 History Of Community Policing
The concept of community policing has been around for a long time and in the US it can be traced as far back as the 19th century. The primary purpose for its inception was to have police engaging with communities to build strong relationships between its members and law enforcement. One of the earliest and major tactics of community policing involved officers going on foot patrols through the neighborhoods they serve. In todays modern era, this has evolved to departments incorporating social media and/or community engagement systems to share relevant local information with residents. It has been an integral strategy for cities which have looked to combat violence, drug and other criminal activities. II. 5 Goals of Community Policing
Establish officers relationship with community Have community look after itself Prevent crime Address/reduce fear of crime Raise awareness of community policing Educate public about community policing Elicit citizen involvement Creative problem solving Create active cooperation with employers and residents II. 6 Law enforcement programs that help shape the community
For community policing to be successful, law enforcement must implement programs to keep the community involved and aware of what’s going on in the community. As long as law enforcement continues to provide programs to enhance the knowledge and safety of the community, the community will continue to grow into a better place for citizens to live in. Such programs as: Neighborhood Watch - this program allows law enforcement and the community to join in a joint venture. This gives the community an opportunity to take charge of their neighborhood. Citizen patrols and other community efforts that keep the community safe by letting law enforcement know what is going on in the neighborhood. Police Activity League - This program which is staffed by volunterees and law enforcement gets juveniles off the street and out of trouble. By giving the youth a refuge and an opportunity to excel in sports, after school projects, and other intervention programs, gives juveniles other alternatives to drugs, gangs, and criminal activity. DARE - Drug Abuse Resistance Education, this program allowes law enforcement to enter the schools and give the youth valuable information on the effects of drugs and drug abuse. II. 7 Problem Oriented Policing - POP
Problem Oriented Policing is smiliar to Community Oriented Policing. The concept is the same - the community interacting with law enforcement to solve a specific recurring problem. This strategy of community policing is a great concept because it allows the community and law enforcement to focus on the underlying problems that affect the community. This allows law enforcement to fix the problem allowing the community and the citizens to feel safe in it. II. 8 Situational Crime Prevention
Another concept of community policing, problem solving, and detouring criminal activity is Situational Crime Prevention. This is when law enforcement works with the community to solve problems by changing the environment. This concept is simple by changing the environment within the community it will affect the criminal activity within the community. This concept could span from installing video cameras, alarm systems, to clearing unneeded vegetation that could conceal criminal activity like trees or brush. Community efforts such as repairing broken windows, removing abandoned and junk vehicles. All these elements are a product of Situational Crime Prevention and part of the community policing effect. 9 Conclusion Community oriented policing is a valuable program within any law enforcement department as it allows the collaboration of officers and community members to solve and prevent crimes. Despite those who argue against these programs ,it is important to remember that community oriented policing is not meant to replace traditional policing ,but to compliment it,support it and enchanse it.
