3 WG3 Objectives (Review) Working Group Description: WG3 will make recommendations to the Commission for the continued improvement and development of the EAS as a secure, effective alerting tool for the American public: – Improving EAS Security – Provisioning EAS in languages other than English – Developing updated operational handbooks for broadcasters, cable service providers and other EAS Participants.

4 WG3 Objectives (Review) Security – Assess industry awareness of EAS Security Best Practices adopted by CSRIC IV Assess Barriers to implementing Security Best Practices Create recommendations to implement Best Practices Multilingual EAS – Assess State of Multilingual Alerting Recommend best practices for the delivery of multilingual emergency communications EAS Handbooks – Update document to reflect rule & procedure changes Create an effective tool for EAS participants

8 Work progressing on these 3 deliverables – Security Report – Completed – EAS Handbook -- work continues on track for a June delivery (completed first drafts) – Multi-Lingual EAS -- proceeding to meet its June delivery WG3 Status

9 WG3 Next Steps Continue work to accomplish the CSRIC V charge, based on WG3 members’ subject matter expertise – EAS Handbook – Multi-Lingual EAS Continue subgroup conference calls Continue working group calls Provide periodic status updates to Steering Committee and Council Delivering two reports in June

10 Project Team (representative group) – EAS Participants – Emergency Alert Originators – EAS Device Manufacturers – U.S. Government Challenges in assessing current state of implementation – Inability to survey EAS participants because of FACA procedural restrictions – Lack of record from Nov 2014 PN – Could not identify sufficient alternative resources for data Working group used the expertise of its own members to make recommendations. ( Focused on barriers & encouraging adoption) WG3 EAS Security Report

11 Information about how EAS Participants have implemented the security best practices should not be a matter of public record and should be held confidential. The Commission should work with other federal agencies to establish processes for sharing information that is considered by EAS participants to be sensitive and non-public. WG3 EAS Security Recommendations

12 CSRIC IV EAS Security “Recommended Best Practices” should be readily available to EAS Participants. CSRIC V WG3 recommends that the best practices be prominently displayed on the FCC’s website. – Better Outreach - FCC should implement CSRIC IV WG3 outreach recommendations WG3 EAS Security Recommendations

13 FCC should give maximum flexibility to EAS participants with respect to the differences between the Best Practices and the methods used to implement EAS security, especially where the methods used exceed the techniques established in the Best Practices WG3 EAS Security Recommendations

14 Confidential information shared in response to voluntary or mandated FCC information gathering should not result in enforcement actions by the FCC. In the event of a security breach an EAS participant should not be subject to enforcement action, particularly if the methods used to implement EAS security fulfill the intent of the techniques outlined in the Best Practic es.
