2 2 WG1 Deliverables Task 1  Review public safety and industry best practices and standard operating procedures on Legacy, Transitional (IP-based) and Next Generation 911 (NG911) systems for rerouting 911 calls between PSAPs due to the use of cell sectors for routing purposes, and where necessary identify gaps and make recommendations towards optimizing PSAP reroutes. Deliverable: Report and Recommendations, March 16, 2016  Work Group has identified 4 key topics that need review and inclusion in Task 1 report: Public Safety and Industry Best Practices and Standard Operating Procedures on Legacy, Transitional and Next Generation 911 (NG911) Systems Inter-jurisdictional coordination on MSAG and GIS Wireless Voice 911 Call Routing Decision Process SMS or MMS Interim Text-to-911 Call Routing and Decision Process

3 WG1 Deliverables Task 2 – Work expected to start late February, 2014  Study and make recommendations on the architectural, technical, operational standards, and cyber security requirements of location based routing that uses longitude and latitude information or other location identification methods (when available) to determine and route a 911 call to the nearest appropriate PSAP.  Explore and report on the pros and cons of various sources of location information available for location-based routing, the potential reliability and accuracy of the sources, and the transition path to location-based routing of 911 calls from Legacy to Transitional and then fully deployed NG911 systems, in particular identifying the necessary roles and responsibilities of key stakeholders involved in supporting 911 calls and identify existing and future standards to support the transition. 6 6 WG1 has held bi-weekly meetings and will begin weekly meetings to complete Task 1. – WG developed project plan to complete Task 1 report by March, 2016 CSRIC meeting. – WG members have identified sources of call routing and call handling standards and best practices. – WG has started to compile standards/best practices on a review template & begun the review of each item. – WG has also begun review of report template and customizing it to Task 1 deliverables. WG1 Status

7 Potential obstacles to task completion: – The ability of Work Group members to devote sufficient time to complete work on Task 1 report. – Scope expansion on Task 1 to include SMS/MMS routing and decision process will make March 16, 2016 Report completion challenging. 7

8 8 WG1 calls now scheduled weekly to complete Task 1 Report by March 16 th CSRIC meeting. Submission of draft WG1 Task 1 Report for CSRIC Board review by February 15, 2016. Submission of Final WG1 Task 1 Report to Board for vote by March 4, 2016. Start work on Task 2 by February 24, 2016. Submission of Final WG1 Task 2 Final Report –Sept. 14, 2016. WG1 Schedule
