2 2 WG1 Deliverables Task 1  Review public safety and industry best practices and standard operating procedures on legacy and Next Generation 911 (NG911) systems for rerouting 911 calls between PSAPs due to the use of cell sectors for routing purposes, and where necessary identify gaps and make recommendations towards mitigating PSAP call transfers and optimizing rerouting best practices. – Deliverable: Report and Recommendations, March 2016 Task 2  Study and make recommendations on the architectural, technical, operational standards, and cyber security requirements of location based routing that uses longitude and latitude information or other location identification methods (when available) to determine and route a 911 call to the nearest appropriate PSAP.  Explore and report on the pros and cons of various sources of location information available for location- based routing, the potential reliability and accuracy of the sources, and the transition path to location- based routing of 911 calls from legacy to hybrid and then fully deployed NG911 systems, in particular identifying the necessary roles and responsibilities of key stakeholders involved in supporting 911 calls and identify existing and future standards to support the transition. – Deliverable: Report with Guidelines and Recommendations, September 2016 (TBD based on 2016 CSRIC Meeting Schedule)

5 5 Background Timing of every component within the wireless 911 call flow is critical to understanding why the existing call routing and data delivery system is in place and the impacts of potential changes to that system. ⁻The voice portion of the 911 call is routed within 5 seconds. ⁻Phase 2 location determination takes an average of 15 seconds – FCC rules allow up to 30 seconds. ⁻Generally, the longer the time allowed to determine location, the more accurate the location. Due to time constraints above, wireless 911 calls are currently routed using a pre-agreed PSAP to cell sector arrangement. ⁻Allows certainty to PSAP in call volume & in some cases, funding. ⁻ Makes troubleshooting call routing questions easier to solve.

6 Background Cell sector call routing challenges include: – More than one PSAP can be within the coverage area of a cell sector. – RF propagation may result in a 911 call not originating on the nearest cell sector. Each location-based method of routing 911 calls has its own pros & cons: – Current FCC rules require cold start location determination with no use of prior location knowledge & 30 seconds or less TTFF. – Under 5 second interim fixes may or may not have needed accuracy. – Precise locations for commercial apps rely on long-term tracking to refine location (e.g. hot start with prior location knowledge). – Method for determining the validity of commercial location reliability & accuracy is needed. 6
