And he said, Go, and tell this people, You hear indeed, but understand not; and you see indeed, but perceive not. Isaiah 6:9 Jeremiah 1:9 Then the Lord put forth His hand and touched my mouth, and the Lord said to me: "Behold, I have put My words in your mouth. 10 See, I have this day set you over the nations and over the kingdoms, To root out and to pull down, To destroy and to throw down, To build and to plant."

"Make the heart of this people dull, And their ears heavy, And shut their eyes; Lest they see with their eyes, And hear with their ears, And understand with their heart, And return and be healed." Isaiah 6:10

Jesus said, “Therefore I speak to them in parables, because seeing they do not see, and hearing they do not hear, nor do they understand.” Isaiah 6:10 This is the situation with all people in the world regardless of race.
