2 1819 11 free states and 11 slave states Problem- what to do with new territories? Senate: 2 representatives from each state 2 representatives from each state House of Representatives: based on states population- based on states population- slave states had more representatives slave states had more representatives EQUAL POWER IN SENATE Pro-Slavery had more Power in the House.

3 Why is this a problem? 1820- 2 territories want to enter  Maine  Missouri- (about 2,000 slaves) What is the dilemma for Congress?

4 Missouri Compromise also known as The Compromise of 1820 1. Maine enters as a free state 2. Missouri enters as a slave state 3. No slavery north of 36° 30` latitude

5 How well did the Missouri Compromise of 1820 solve the problems for the future?

8 Compromise of 1850  Texas joins the USA as a slave state (Under the 36*30’ parallel)  When California asked to become a free state in 1849 people began arguing. The 36x30 line cut right thru the middle of California.

10 1.California is FREE STATE 2.All other territories would decide by POPULAR SOVEREIGNTY— they would vote. 3.Slave trade is OUTLAWED in Washington, DC 4.FUGITIVE SLAVE ACT—it is now a crime to help a runaway slave in the north. Compromise of 1850

11 POPULAR SOVEREIGNTY  Although putting power into the hands of the people seemed reasonable, the idea of POPULAR SOVEREIGNTY would have terrible, violent consequences
