2. Rising Tensions
After Allied Powers foreign ministers met in London and Moscow during 1945, it became clear that there were severe ideological differences at hand
The alliance between the victors of WWII proved to only last the duration of the war
The conflict of these ideological differences (the Cold War) defined much of the remainder of the 20th century

3. The Long Telegram State Department wants to understand Soviet behavior
U.S. Ambassador George Keenan responded in the Long Telegram (February 1946) [5,540 words]
Permanent settlement could not be reached because of Russians were insecure and feared the West which were intensified by communist leaders
Created the U.S.’s foreign policy: “a long-term, patient but firm and vigilant containment of Russian expansive tendencies.”

Definition- keeping communism within its present territory through the use of diplomatic, economic, and military actions
Contain communism, save the world

5. Crisis in Iran U.S.S.R. and U.S. put troops in Iran during WWII
U.S.S.R. was in the north to secure supply line from the Persian Gulf
Soviets did not leave Iran after WWII, started demanding access to oil, and helped local communists establish separate government
U.S. put pressure on on Soviets to leave and they did
